this area is located within the borders of Sultangazi District while Areas to Report, 2013
Activities for Preparing Spatial Plan for Urban Transformation and Development
Considering the location of districts in Istanbul and their facilities as well as the role assumed by Istanbul globally; it is aimed in scope of these activities at paving the way for transformation practices which will provide the ones living in the entire district with easy access to all urban facilities and locations that are indispensable elements of urban life thanks to determining a vision to enhance urban attraction in line with the global, regional and local approaches; conducting expropriation activities with public funding in order to eliminate property and buildings existing in these centers and roads through firstly determining district and neighborhood centers linked together with suitably wide roads which include all urban facilities and are located in built-up area of the district with the most suitable and accessible distances in consideration with the fact that urban transformation is not possible for the entire district in the short term in accordance with this vision;
determining these centers and roads as well as the areas in its close proximity as urban transformation and development project areas in dimensions which will provide financing for transformation by means of the value to be obtained for the purpose of according the rights of title holders within the scope of “value-based on site transformation” project which will be conducted on the area in close vicinity instead of moving title holders away from the area. Tender preparation activities are ongoing.
Activities in scope of Urban Transformation and Development Area Announcement
According to Article 73 of Municipal Law No 5393; urban transformation area border announcement and protocol activities are conducted by for the entire Istanbul.
• While Cendere Valley, Urban Transformation and Development Area Announcement was approved by IMM Assembly with the resolution of Metropolitan Municipality Assembly on 25.11.2011, it was sent for approval of the Ministry of Environment and Urbanism.

• “Urban Transformation and Development Area” Istanbul Bayrampaşa Prison Area and the surrounding vicinity as per Municipality Law No. 5393 Article 73 was approved with the
“Reserved Settlement Area” conclusion no. 1634 dated 16/08/2012 in framework of “Law No. 6306 on Transformation of Areas under Disaster Risk” and the demand sent to the Ministry of Environment and Urbanization on 25.02.2013 in the scope of the law no 6306 was announced as Reserved Structure Area on 10 July 2013.
• In the scope of the law no 6306, Beşiktaş District Rumeli Hisarı Quarter was announced as risk area with the decision of the Council of the Ministers dated 08.07.2013 and numbered 2013/5118. Protocol activities are ongoing with the General Directorate of Security.
• In the scope of the law no 6306, risk area proposal for the area at Kağıthane District Gürsel Quarter Çağlayan Neighborhood was sent to the Ministry of Environment and Urbanization on 02.08.2013 for announcement as risk area.
• In the scope of the law no 6306, risk area proposal for the area at Beşiktaş Akat Quarter Karanfilköy Neighborhood was sent to the Ministry of Environment and Urbanization on 02.08.2013 for announcement as risk area.
• In the scope of the law no 6306, Reserved Structure Area proposal was prepared for Çatalca Ferhatpaşa Quarter.
Urban Transformation Activities in Areas in Private Property
Service Procurement for Real Estate Evaluation and Creation of Function Schema for Urban Transformation of Kadıköy District 19 Mayıs Quarter Block 1414 and its surrounding and Service Procurement for Real Estate Evaluation and Architectural Idea Project in the Area that will be reorganized in Sultangazi District were completed and activities towards implementation are ongoing. In addition, activities towards determining project area at various private property areas are ongoing.

R&D and Documentation Activities
Numerous domestic and international researches which could be used as a basis for urban transformation activities and could direct designs were made and reports were prepared by particularly studying overseas urban transformation projects. In line with the obtained information, promotion and documentation activities were conducted.
Furthermore, various urban transformation themed events organized by various public or private organizations were attended, and domestic and foreign visitors were briefed on urban transformation.
Project Development Activities in Scope of Istanbul Development Agency (İSTKA) 2013 Financial Support Programs;
Projects are developed so as to increase the implementation capacity and reduce disaster risks by activating disaster management system with the aim of creating safe settlements with high life and space quality in Istanbul Zone in framework of
“Financial Support Program on Preparation to Disasters” and applications were made to EU Grant Programs by means of partnerships with various universities.
- Urban Europe Joint Programing Initiative;
In the scope of the common call 2013 of Urban Europe Joint Programing Initiative (JPI Urban Europe) that aims to find comprehensive, sustainable and smart solutions for the problems of Europe regarding urbanization and city planning 2013;
“Human Oriented City Policy” project proposal and “Urban Life Laboratory” project proposal were prepared in partnership with Yıldız Teknik University.
- Leonardo Da Vinci Proposal Call in the framework of European Union Life-Long Learning Program Proposal file for the project named “Examining Occupational Training Provided in the scope of EQAVET to the Technical Personnel Working in Building Construction with Law Energy and Low Carbon Emission in the EU States” was prepared with Filli Boya for Leonardo Da Vinci Program established to support and develop policies of member states and candidate states of the European Union towards occupational training.
- Sustainable Urban Transportation Solutions: Urban Transportation with Bicycle: Brussel, Konya and Kayseri Examples Research
In the literature study, summary information about the first examples in Europe and America was compiled and Villo Public bicycle rental system in Brussels was examined as a successful example and researches were made on necessary infrastructure works for healthy operation of the system and on safety precautions taken for urban usage of the system.

- City Furniture and Coordinated City Furniture Design Program
R&D report for City Furniture and Coordinated City Furniture Design Program (Adopting London and Toronto models to Istanbul) was prepared to ensure design integrity of city furniture around Istanbul, create city identity, remove complexity, reduce maintenance costs and particularly ensure ease of use / habit for the disabled.
