Road Traffic Monitoring and Traffic Info Systems Traffic Surveillance Cameras

Urban transportation network is monitored 24-7 on a real time basis by means of the traffic surveillance cameras in order to ensure incidents that can affect traffic flow in a negative way are detected as soon as possible and responded promptly.

Concerned institutions and units are informed, instantaneous status of the traffic is monitored, and traffic steering and informing is conducted in order to ensure the transportation network is used by drivers, passengers and pedestrians in the most efficient way possible.

In addition, images obtained from Traffic Surveillance Cameras are presented at IMM Ceptrafik application, Traffic Density Map and Smart TVs to provide information to the citizens about the routes they travel.

Main mission of Traffic Control Center is to maximize road and driving safety for safer and more accessible traffic of Istanbul for drivers, passengers and pedestrians. It undertakes to adopt as its main purpose to establish and operate an effective traffic surveillance and management infrastructure in terms of time and costs and to ensure use of traffic of Istanbul by drivers, passengers and pedestrians in the most effective, safe, environment sensitive and modern way using the data

Momentary traffic flow in the city can be monitored and controlled on a real time basis for 24 hours through utilization of high-tech applications called “Traffic Control Center” ITS (Intelligent Transportation Systems) which are a significant factor in terms of resolving the traffic problems exacerbating every day.

The unit is a center where all of the visual and digital data obtained from traffic measurement, monitoring, control systems and tunnel operation center are analyzed with computers and other technological aids; urban traffic is monitored and managed by collecting other data that can affect social life and transportation.

Smart transportation and signalization system activities include the operation, maintenance and repair of Traffic Control Center and associated Traffic Measurement and Monitoring Systems, Traffic Control Systems (EDS) and Traffic Information Systems.

The detectors, which were installed in order to obtain digital data regarding instantaneous traffic flow on the road network allows acquiring vehicle speed, number of vehicles, vehicle classification, traffic intensity data momentarily on the basis of lanes. As of the end of 2013, instant measurement is carried out on the road network around the city by means of 916 detectors. The obtained data are interpreted as a result of the necessary analyses

and drivers, passengers and pedestrians are informed by means of Variable Message Panels (DMP), Semi Automatic System (YDS) and online Density Map about traffic density and travel ties and more effective use of the existing infrastructure is ensured.

Automatic Road and Meteorology Surveillance Sensors

Bad weather conditions encountered without necessary preparations lead to great damages in terms of traffic. Snow fighting activities conducted without detailed instant data are both ineffective and expensive. To prevent such problems, there are 25 Automatic Road and Meteorology Surveillance System Stations throughout the city and the data obtained from this system are transferred to the drivers, passengers and pedestrians by means of the traffic information systems.

Besides, by means of Vpad technology adapted to snow plough vehicles, it is ensured to direct the vehicles faster to the area where icing is forecasted and automatic detection of the solution amount is enabled.

Emergency Lane Infringement Detection System

In Emergency Lane Infringement Detection System, vehicles that occupy security lane in an unjustified manner are detected and it is ensured that the legal evidences are obtained and archived in order to impose required penal sanctions and the consistency of the registered identity information with the license plates of the vehicles detected are checked for confirmation. It is aimed with this system to prevent such violations and to ensure keeping the emergency lane empty against any problem.

Corridor-Type Overspeed Detection System; obtains speed detection of the vehicles passing through the control points or corridors established on the main artery roads determined.

License plates are recorded on satellite clock from the entry and exit points of the corridors with automatic plate recognition system. The photographs are transmitted to the Center, examined by EDS system and infringing vehicles are automatically detected by the system.

Preferred Bus Road Infringement Detection System Preferred Bus Road Infringement Detection System allows monitoring vehicles breaking the restriction of lanes reserved to buses in areas such as intense traffic flow zones, emergency transportation areas and preferred bus roads on a 24-7 basis, and penal proceedings are taken against infringing drivers. Thus prevention of traffic congestion and related substantial losses resulting from infringement of bus road restriction is ensured.

Besides, efficient and effective use of emergency transportation network is ensured in case of a possible disaster.

Reverse Direction Infringement Detection System

One of the new generation systems put into service in 2011 is “Reverse Direction EDS”. The objective of reverse direction EDS is to create deterrence as a result of required penal procedures taken against drivers who drive on the opposite direction of traffic flow and jeopardize traffic and road safety critically.

Tramway Infringement Detection System

Tramway Infringement Detection System was developed due to the fact that the tramway attracts the drivers for using on intense traffic moments since it is on the same level with the road in respect to grade crossing. The system functions by detecting the vehicles entering into tramway and taking the penal proceedings.

Thus, it is aimed to prevent the material accidents against the possibility of encountering trams on the

tramway.

Parking Infringement Detection System

Parking EDS allows monitoring areas with parking restrictions such as intense traffic flow zones, emergency transportation areas and preferred bus roads as well as vehicles breaking the restriction on a 24-7 basis, and penal proceedings are taken against infringing drivers. Thus prevention of traffic congestion and related substantial losses resulting from infringement of parking restriction is ensured.

Besides, efficient and effective use of emergency transportation network is ensured in case of a possible disaster.

Call Center

TKM Call Center embodied in the Traffic Control Center is a department that provides 24x7 service that monitors İstanbul traffic and Istanbul itself, establishes double sided communication with the related organizations, institutions and departments and, at the same time, which was established for guiding the drivers and passengers by informing them.

First aim of TKM call center is to provide drivers and passengers with instant road situation at every hour of the day.

Drivers and passengers plan their travels in line with the road situation information, density information, accident information, etc. they obtain from the call center during or before travel and can use the alternative routes that are provided to them.

TKM Call Center monitors all events about Istanbul, not only Istanbul traffic, by means of the traffic cameras dispersed to the entire city and establishes communication with the related departments.

The Call Center not only collects information and images from

traffic cameras and traffic measurement sensors but also many DMP Usage Purposes:

The Call Center is in continuous communication with many different organizations such as all Istanbul Metropolitan Municipality Departments, Disaster Coordination Center, Fire Fighting Department, Emergency Service, City Lines, General Directorate of Roads, Police Department, etc. in addition to the notices and information from the citizens and double sided information flow is provided with such organizations.

Information is entered by the Call Center into the Changing Message System Boards (DMS) Lane Management System Boards (LCS) placed to main arterial roads of Istanbul in order to manage traffic and inform the citizens other than call answering.

• Informing drivers about road situation in case of traffic accidents.

• Informing bridge density.

• Warning drivers according to weather conditions.

• Ensuring effective use of the road network by directing the drivers to alternative routes.

Changing Traffic Signs

Changing traffic signs are used for the purpose on informing and directing drivers under conditions that can hinder usual functioning of the road such as natural events like fog, snow, rain, icing or situations like speed limit implementations, intense traffic warning and such.

By means of the Call Centers;

• 24x7 instant traffic information is provided from the phone number 44 44 154,

• Approximately 4,000 calls in average are answered per day,

• System failures and accident information are forwarded to the related units.

Changing Message Boards (DMP)

Changing Message Systems ensure efficient use of the network capacity by informing drivers of variations such as traffic accidents, intensity, weather and road status and taking alternative routes. DMP is a pattern modular electronic system application in Smart Transportation Systems with its outstanding equipment, graphic- b a s e d wo r k i n g m e t h o d a n d r a d i o (RF) communications technology.

Lane Control System

Lane Control System is management and direction of the traffic on lane basis when a road is used in the maximum capacity or in case of extraordinary events (accident, breakdown, etc.) in the traffic.

This application is used to close or change the lanes to increase the road safety to maximum level in case of any traffic accident, vehicle breakdown or similar situations on a road.

Besides, it is used for ensuring efficient and effective use of the road on the direction with intense traffic by changing traffic flow to the opposite direction on variable hours of the day.

Travel Times and Traffic Situation Information Boards

Istanbul Metropolitan Municipality initiated a new system in 2013 in addition to the traffic information systems offered to the citizens. Citizens will be able to view the traffic situation of their routes and average travel times on the LED screens installed on the existing traffic information and direction boards.

The system generates average travel time information throughout the route where the sensors are installed by recording the signal information that is obtained by means of a developed and centrally operating software program. Average travel times calculated using Bluetooth sensors installed at 250 different points throughout Istanbul are currently provided for information of the citizens on the LED screens installed at traffic information and direction boards on the roads at 19 points.

Web, Mobile and TV Applications

Setting off from the concept “Access to Instant Traffic Information Always and Everywhere”, an interactive web page where the information of the entire city such as Traffic Control Center, Traffic Cameras, Online Density Map, Travel Times and Road Messages are included was prepared in order to enable access of drivers, passengers and pedestrians to the updated traffic information in the entire city on the web. The web page that has been active for 8 years is visited by an average of 80 thousand people per day and this number increase rapidly day by day.

Instant traffic intensity data transmitted to the Traffic Control Center by the measurement systems on the site, the meteorological data obtained from Automatic Road and Meteorology Observation Sensors and the information communicated from the units regarding the infrastructure activities on road networks are processed and displayed on Digital Traffic Intensity Map. The map created is broadcasted online and passengers are ensured to be directed to alternative routes and plan their travels for an economical and comfortable travel.

IMM Mobile Traffic Android and IOS Applications, 2013

The density that has been published for about 8 years on our webpage is visited by approximately 60 thousand people per day.

In the work carried out with DİGİTURK, Traffic Density Map presented for use of drivers and passengers by means of WEB and IMM Mobile Traffic applications over the channel DİGİTURK IMM Traffic 534 was offered for use in an interactive way. In this application, users can navigate on the map by means of TV remote and view instant traffic flow information or camera images of the selected road network.

IMM Mobile Traffic

By means of IMM Mobile Traffic application that provides traffic and road information before the travel, drivers and passengers can access to instant traffic situation information at any time during the day. In the program which guides the passengers throughout the city of Istanbul and where alternative routes are presented according to traffic density, users can view live traffic images at 175 points using their cell phones and they can obtain density information from the Traffic Density Map that was prepared using 916 traffic measurement detectors. As of the end of 2013, number of registered users was 2 million 500 thousand people.

Traffic TV Applications

As one of the most popular communication tools of our age, television is also used efficiently in order to provide access of instantaneous traffic information whenever and wherever needed by drivers and passengers.

In this scope, separate activities were carried out with DIGITURK and TURKSAT Cable TV with which national package broadcasting implementation is performed and different products and implementations were conducted.

In the work carried out with TÜRKSAT Cable TV, on the other hand, studies on live broadcasting of the traffic cameras throughout the city were implemented. In this application, TV screen can be divided into four and traffic surveillance cameras can be viewed online by turns on condition that 4 cameras are viewed at the same time.

Tunnel Operation Center

A monitoring and control center was established at Piyalepaşa in order to perform periodical maintenance and repair of and keep ready for service and operate all Electrical, Electronic, Electromechanic and Automation systems covering Kağıthane- Piyalepaşa Road Tunnel, Bomonti-Dolmabahçe Road Tunnel, Sarıyer-Çayırbaşı Road Tunnel, Harbiye Tunnel, Çağlayan Tunnel, Halit Ulukurt Tunnel, Levazım-Zincirlikuyu Tunnel, Vecdi Diker Tunnel, Tantavi Tunnel, Cumhuriyet Street Underbridge (Taksim Tunnel), Balmumcu and Vali Recep Yazıcıoğlu Underbridges and connection roads and to ensure operation of other future tunnels with maximum safety, comfort and effectiveness. The control center utilizes all the opportunities provided by Smart Transportation Systems in order to ensure monitoring, control and management of the tunnels dynamically 24-7.
