Media Tracking

In scope of Service Procurement Auction, media monitoring service is purchased from media monitoring agency. IMM has access to newspaper, magazines, radio channels and news portals that broadcast on national and local media by means of media monitoring agencies on electronic medium. There is also a Video Recording centre tracking and recording 14 TV channels which was established by IMM for records desired urgently.

Press bulletin which has digital news archiving feature is presented to the internal usage by newspaper clipping service.

According to this; national and local printed media news such as newspapers, magazines and internet news about Metropolitan Municipality and its affiliates and companies and district mayoralties are received from subscribed agency periodically and after the control of official personnel, they are represented to the unit managers on digital environment via daily electronic mail.

In the photography unit, photography printing and taking requests of Presidency programs and units connected to Presidency are performed.

All photographs are classified and archived orderly. In 2006, photography system was moved into digital system. Further, older archive photographs of the Institution are scanned with negatives and transferred into digital environment.

Book Publishing and Distribution

Various books that reflect the cultural and historical features of Istanbul and books about the history of Metropolitan Municipality are published. In 2013 activity period, the book titled “İstanbul Şehremâneti Mecmuası Endeksi” which discusses the Istanbul Şehremaneti Magazine which was published by Istanbul Municipality between the years 1923-1942 and which is one of the first periodical magazines that deal with the local administration and town planning was published. All issues of the magazine which are scanned onto electronic environment are added to the book as a DVD. In addition to this, design and publishing preparations of the book titled “Bilinmeyen Istanbul” (Unknown Istanbul) which displays the unknown parts of Istanbul from different angle and was prepared by photographer Orhan Cem Çetin.

Publication published by our presidency and also purchased publication are distributed freely to IMM protocol, higher education institutions, district governorships and mufti offices, associations and institutions, non governmental institutions, district mayoralties, various press institutions, national education, health, security offices and to interested people upon their request.

IMM Web TV

Istanbul Metropolitan Municipality as a local administration is a friendly organization for the sake of its activities. It renders services closely to people in daily life. It needs to announce the services it has rendered to citizens in the most efficient way. In today’s world, internet usage has increased significantly.

In this respect, IstWeb TV which was established by Istanbul Metropolitan Municipality is the first city television of Turkey and world. IstWeb TV only broadcasts on web address www.istweb.tv provides services on LCD screens installed on avenues, squares, bus and tram stops, metro stations, ports, culture and congress centres, social facilities, hotels, shopping centers, public institutions, ISKI and IGDAS cash desks and on the internet. It can also be followed from mobile applications, iPad, iPhone and android operating systems all over the world.

With IstWeb TV service which broadcasts on line 24 hours with HD quality from hundreds of point of Istanbul;

• Traffic images of Istanbul are broadcasted instantly via IMM web TV. Information on weather forecast and road conditions is transmitted via IMM web TV. An important service is rendered through broadcasting images obtained from traffic cameras in this regard.

• Citizens are informed and warned about natural disasters

• Citizens are informed about historical and cultural prosperity of Istanbul, about restoration works for artefacts and its natural beauties.

• Announcements for cultural events, activities of Municipal Theatres and other events are made for citizens via web service.

• Goods and service procurement tenders of the Municipality are available for access of all citizens via IMM web TV service. Citizens can see whether the resources are used properly and efficiently in this way. IMM web TV contributes to participative and transparent IMM.

• Opening ceremonies for any kind of facilities built by the Municipality as well as events of the Mayor of Istanbul Metropolitan Municipality are broadcasted on IMM web TV. It also ensures to announce the projects to the public and to

IMM Traffic Radio was established by Istanbul Metropolitan Municipality in order to inform the citizens in the fastest, most reliable and most accurate fashion in regard to the traffic status of Istanbul. Residents of Istanbul will be able to receive the road information of Istanbul instantaneously, and closely follow the agenda of Turkey and the World at the same time while listening to the IMM Traffic Radio.

Public Relations

For rendering services for citizens living in Istanbul in a more efficient way of quality, Public Relations Management activities are conducted through realizing “Integrated Call Center Project”, extending IMM Working Areas Communication Points and speeding up social media activities.

White Desk

Solutions are created through evaluating all requests, complaints and satisfaction statements submitted to the municipality according to 24/7 service principle in Istanbul thanks to White Desk service. New, efficient and solution facilitating communication channels are created and R&D activities are maintained through following developing technologies and information world for ensuring citizens living in Istanbul to reach the Municipality within the shortest way and time.

White Desk continues its activities as two units including,

• 153 Hotline call centre,

• White Desk solution team.

In this study, main objective is to increase the service efficiency by providing citizens have service 24/7 from “single contact point” on subjects related with the municipality.

The number of phones operating in 153 Call Center as of 2013 is 22 (static) and call center personnel number is (agent) 160.

At the end of 2013, the names of the units taken within 153 in respect the “Integrated Call Center” Project are given below.

Briefing meetings on the other units to be taken within the scope of 153 still continue.

Contact Points

Launched by IMM with the motto of “An IMM for every square”, The Contact Points which were established in central and busy squares function in a similar fashion with UMM branch offices and continue to find solutions to the requests and complaints of the citizens through face-to-face communication.

The contact points that aim to promote the activities carried out by Istanbul Metropolitan Municipality, resolve the problems, requests and expectations of people by recording these and inform of the cultural activities of the municipality also render consultancy service for the foreign tourists.

White Travel

Within the scope of White Travel, the services and promotion of Metropolitan Municipality are performed on site in company with expert guides. In addition to metropolitan investments, Panorama 1452 and Miniaturk are also included in the travel program.

Travels for university students, foreign students, special groups on specific days, volunteer firefighters, NGOs, foreign delegation etc. are organized. Also upon the requests, Çanakkale travel programs are performed.

As a result of the survey conducted with 6,981 on White Travel, general satisfaction rate was determined as 98%..

While applicants can fill the access to information application form in www.ibb.gov.tr and submit their information requests to our unit; they can also enjoy their rights to information via fax, mailing and through addressing various questions about the activities conducted by Istanbul Metropolitan Municipality during in person applications. Requested information is conveyed to the relevant person via e-mail, fax, mail and on-site investigation methods in line with the incoming request.

"Agenda of World" E-Bulletin

IMM prepares a monthly bulletin regarding its international activities, contacts, cooperation and other common projects and activities for presenting to the relevant authorities through following international city agendas and conveys it to the relevant authorities via the internal and external network established.

In 2013, a weekly e-bulletin called “Foreign Policy Agenda”

including the themes of foreign news, Turkish Foreign Policy, local news around the world and policy analysis has been released.

Istanbul Bulletin in Foreign Press

News published in foreign press about Istanbul is weekly edited, translated and conveyed to the relevant units inside and outside the municipality. This allows for Information Unit which put into service on 01.07.2004 according

to the Governing Regulation of Right to Information Act No 4982 by the Metropolitan Municipality has been continuing to respond to the access to information applications since its opening.

Istanbul Bulletin

Monthly Istanbul Bulletin has been published since 1994 for the purposes of establishing a mass communication platform in order to announce tenders and similar service procurement and sales procedures to be conducted by Istanbul Metropolitan Municipality and its affiliated bodies to citizens living in Istanbul and to relevant people, to attribute new planned services and projects.

Istanbul Bulletin was published as 900,000 copies in total including 75000 copies for each month in 2013.

applications made to ministries and governorships from the Prime Ministry projects allocation of a telephone number hotline which can be called all around Turkey and utilization of an Information Technologies program. Therefore, users are defined in our municipality and its units (ISKI, IETT, IGDAS) within the framework of program prepared for the purposes of transferring written and verbal applications made by citizens urgently to the relevant public institutions and departments for due actions, responding to such applications within the shortest time, warning the relevant departments in case of any delay, conducting all such procedures in an automation system, receiving statistical reports and supervising such reports from the centre according to the relevant memorandum. Within the scope of this activity, applications submitted to the prime ministry regarding our municipality are evaluated and the applicants are informed accordingly.

Istanbul Metropolitan Municipality published a monthly in-house bulletin on the internet called “Metropolitan Family”

intended for municipal departments and personnel in order to enable in-house communication, to create a corporate awareness; to give information regarding the personnel interested in the fields of art such as painting, poetry, story and sports and other fields of interest and their works; to give information on personal status of employees such as marriage, birth, death, assignment etc.; to enhance personnel motivation through organizing activities in various fields.
