Current Map and Orthophoto Map Production Activities

Cartography activities covers production of orthophoto maps which are defined as photographic images, and 1/1000 and 1/5000 scaled base maps showing any detail regarding the area of construction, activities for information maps prepared on the basis of neighbourhood and districts as well as address information system.

Base maps, orthophoto maps, guide maps, satellite images having been already prepared are scanned in colour and black and white, and reproduced upon request.

Since the existing base maps produced from the aerial photos captured between 2006 and 2007 throughout Istanbul lost their actuality, the need for renewing the current map emerged and the work for “1/1000 and 1/5000 Scaled Revision Base Map and 1/1000 Scales Orthophoto Map Production within Istanbul Provincial Borders with Photogrammetric Method” initiated for this purpose has been ongoing.

In the scope of the mentioned activities, geodesic works, evaluation with air picture capture and map generation works are carried out.

Geodesic Activities;

Ground control points that needs to be installed on the ground before the flight were planned as C1, C2, C3 degree triangulations and then they were installed on the ground, and finally they were measured with GPS. Conformity tests and

Air Picture Capture:

Air picture capturing permission was obtained firstly from the General Command of Mapping in the scope of the project and air pictures of the entire of Istanbul were taken at the flights in the convenient seasons in 2012 and 2013.

Evaluation and Map Generation;

Beginning from the areas for which capturing air pictures was completed, balancing the pictures and orthophoto map generation from these pictures were started. The generation was completed at the entire of the European side at the end of December. Checks and approval processes of the generated maps have been ongoing.

The maps of which checks and approvals were completed have been started to be presented for the use of the users by loading on the servers.

The activities in the project scope will continue till the beginning of August 2014 and checking and approval activities in the European side and generation, checking and approval activities of the Asian side will be performed.

balancing of the geodesic ground control points of which were measured were performed and final balanced coordinates were obtained. The performed geodesic activities were completed with the geodesy report that was prepared in 6 volumes.

• District mosaic images (in geotiff format)

• 2 m numeric field model at district level (dtm)

• District and neighborhood GIS data, road center line, structure and structure blocks GIS data in accordance with the topologic data from the maps in cad environment covering an area of 5,461 km²

• A total of 32,300 printed sections, 16,150 pieces of 1/1000 scale for both ortohopoto and base maps

• 1,106 pieces of 1/5000 scale base printed sections.

LIDAR Activities

Meetings on LIDAR were held with experts and preliminary study regarding the implementation has been completed. In addition to obtaining 3 dimensional city model and digital images, 3 dimensional digital height, surface and height difference model through using airborne LIDAR technology with integrated systems (Digital cameras, GPS/IMU positioners etc.) within the provincial border of Istanbul following these studies, implementation studies have been initiated for production of digital city model at the level of LOD3 for buildings in the capacity of registered civil architecture in the area whose borders were announced to be renovation area specific to historical peninsula, specified by the annex to the decree of the council of minister with the number of 2006/10501 and at the level of LOD3+ for buildings in the capacity of monumental artefacts within the renovation area.

With these products to be obtained within the provincial borders of Istanbul, it is aimed at;

a. Providing 3 dimensional digital position data for engineering projects of any kind,

b. Conducting studies of modelling and simulations, front elevation scenarios, silhouette modelling and monitoring alterations for any type of planning from surface models of high precision to be obtained etc.,

c. Conducting studies from obtained products for various engineering practices such as flood simulation through monitoring stream movements in the city, risk maps for vulnerable areas, transport, planning energy transmission lines, creating forest base topography, noise analysis maps, utilization maps for solar energy, potential natural disasters, planning and documentation before and after earthquake, d. Conducting silhouette analyses (LOD2 level), simulations, zoning planning studies from 3 dimensional city model to be obtained and visualization works through associating it to CBS data,

e. Using digital images and mosaics to be obtained as background data in these studies.

In line with these targets, “The Work of Producing Digital Surface Models and 3-Dimensional City Model from the Lidar

Data to be Obtained with Aerial Lidar Technology within Istanbul Provincial Borders” was initiated on 18/05/2012 and following activities have been implemented in the scope of the project.

1- Lidar data of an area of 1,000 km2 was collected with the permission from the General Command of Mapping.

2- Measurement and benchmarking of 200 ground control points in the project area were completed.

3- Measurement of 150 control areas in the project area (5,400 km²) was completed.

4- Instant GPS data was recorded by means of the reference GPS station during the flight of the area of 1,000 km².

Additionally, GPS data of the flight times was obtained from CORS network data of ISKI.

5- Raw lidar data of an area of 1,000 km² was processed and numeric images of the mentioned area were also taken and raw data was received.

6- Processed point cloud data (.las data), numeric surface models (Dem, Dsm, nDsm) 3D city model (at Lod2 level) and orthophoto images were obtained.

7- TerraSolid software training was obtained for DEM, DSM and ortho-image generation, laser data classification and different demonstrations and measurements of the air lidar data of entire Istanbul in Las format.

8- Generation of 3-dimensional sold image coated numeric models at LOD3 level was completed for the civil architectural structures (520 structures) only at the historical peninsula.

9- Geodetic laser scanning was performed at LOD3+ level for the monument production structures (354 structures) only in at the historical peninsula and generation of 3-dimensional sold image coated numeric models was completed.

10- Data acquisition from air and air picture acquisition that were delayed to 2013 were completed.

11- Data acquisition was completed in the entire of Istanbul in the scope of the project and processing of the obtained data and generation of the products have been ongoing.

-Control and Approval Activities for Base Maps Revised with Topographic Methods

4 base maps scaled 1/1000 and 1 revised base maps scaled 1/5000 which were produced with topographic methods for an area of 60 hectares located in Kaymak Donduran picnic area in Akbaba Quarter of Beykoz District were controlled and approved.

4 base maps scaled 1/1000 and 1 revised base maps scaled 1/5000 which were produced with topographic methods for an area of 6.5 hectares located in Beykoz University project area in Mahmut Şevket Paşa village of Beykoz District were controlled and approved.

30 base maps scaled 1/1000 and 4 revised base maps scaled 1/5000 which were produced with topographic methods for an area of 921 hectares located in Wind Power project area in Çakıl quarter of Çatalca District were controlled and approved.

7 base maps scaled 1/1000 and 2 revised base maps scaled 1/5000 which were produced with topographic methods for an area of 115 hectares located in Wind Power project area in Dağyenice-Oklalı-Kestanelik villages of Çatalca District were controlled and approved.

Map Implementation and Measuring Activities

Parceling and all kinds of town planning activities are carried out for the projects covering the tasks and services granted to the Metropolitan Municipality by the Laws as per Article 7(c) of the Law No: 5216. In 2013, 18 Subdivision, Amalgamation and Renunciation for Road procedures and 53 Construction-Direction and Level-Section procedures and 28 field measurement procedures were carried out in various districts of Istanbul. In line with the demands of Civil Aviation Authority, 6 Heliport measurement procedures were carried out.

Creek Inventory Activities

Two different tenders were lodged for the European side and Asian side to generate inventories in planning process of creeks and transferring them to numeric environment. The activities that were initiated after site delivery on 19/07/2012 are still ongoing and axis length and improvement statuses of creeks, projects made for creeks and information included in creek preservation band will be transferred to the database and will be able to be queried after completion of the project.

Cadastral Map Activities

The Protocol on Producing, Sharing and Using Principles for Common Data signed between TKGM and IMM in order to obtain up-to-date Cadastral information was extended 1 year as of 04.10.2013. It is aimed to create up-to-date data of all of the districts of Istanbul through the works to be conducted within the scope of Protocol.
