Tyagi, R.S. (2000) prepared the report of the proceedings of the AIESEC Global Theme conference held at Sao Paulo, brazil in 1994 on the "Education and the Twenty- First Century Citizen - A Youth Action Plan".33 The present publication interwoven into four c h a p t e r s , and a n u m b e r of sections present a youth perspective on how the individual can take u p the challenges of international and cultural u n d e r s t a n d i n g using education as a key i n s t r u m e n t . The chapter 'An Open Moment in History' highlights the characteristics of 21^' century visionaries and argues t h a t change is j u s t a matter of will and ethics. It is time to realize t h a t the world does not need more money or action plans and governmental declarations but dreams and courage. Change is always possible if there is somebody able to think or dream it. The visionaries see challenges, dream and then work towards realizing the dream. Its present salient responsibilities which a 21^' century citizen should take on, is t h a t the individual should be value driven, sensitive to s u r r o u n d i n g s , accountable and unselfish. In fact, responsibility begins at home and it is the knowledge which brings the responsibility. Thus, education t h a t will drastically alter a t t i t u d e s and stimulate a desire for awareness and learning a b o u t the state of world is needed as the youth would know about the state of world, its cultures and challenges to equip themselves to take responsibility t h r o u g h o u t their lives. It also focuses on e n t r e p r e n e u r s h i p of 21st century youth pleading t h a t e n t r e p r e n e u r s h i p must become a way of life.
