Bu araştırma sonucunda, Milli Eğitim Denetçilerinin risk odaklı kurum denetim modelini tamamen benimsedikleri ve okullarda büyük ölçüde uygulanabilir buldukları ortaya çıkmıştır. Yurt içinde yapılan araştırmalarda mevcut denetim sisteminin etkili olmadığı gerçeği ve yasal düzenlemelerdeki değişiklikler göz önünde bulundurulursa; Türkiye eğitim sisteminde mevcut denetim sistemi yerine risk odaklı kurum denetim modelinin uygulanması önerilebilir. Bu bağlamda elde edilen bulgulara dayalı olarak aşağıdaki öneriler geliştirilmiştir.
1- Okulların performanslarını izlemek amacıyla, RDB bünyesinde denetçilerden oluşan “İzleme ve Değerlendirme Birimi” kurulmalıdır.
2- RDB bünyesinde il/ilçe ve okullar arasında risk odaklı denetim modelinin her aşamasında sürekli ve hızlı veri akışını sağlayacak uzman denetçilerden oluşan bir “e-denetim sistemi” kurulmalıdır.
3- MEB tarafından her eğitim kademesi için (okul öncesi, ilkokul, ortaokul, genel lise, mesleki ve teknik lise vs.) kalite standartları belirlenmeli, bu standartlar belirlenirken de RDB ve il/ilçe milli eğitim müdürleri, her türden okul müdürü/müdür yardımcısı vb. eğitim kurumlarının temsilcileriyle işbirliğinde bulunulmalıdır.
4- Okullarda risk taşıyan alanların belirlenmesi ve okulların performanslarının değerlendirilmesi amacıyla, her yıl RDB İzleme ve Değerlendirme Birimi tarafından denetçilerle işbirliği içinde risk analizi yapılmalıdır.
5- Risk analizi sürecinde, RDB İzleme ve Değerlendirme Birimi ölçme ve değerlendirme uzmanlarıyla işbirliği yapmalıdır.
6- “Temel” ve “Tematik denetim”ler sonucunda elde edilen bulgular, risk analizi sürecinde değerlendirilmelidir.
150 7- Risk analizi sürecinde eğer bir okulun yüksek risk taşıdığı kanısına ulaşılırsa, RDB’nin görevlendireceği denetçi grubu tarafından bir ay içinde okulda “kalite denetimi” gerçekleştirilmelidir.
8- Risk analizi sürecinde eğer bir okulun yüksek risk taşıdığı kanısına ulaşılırsa, RDB’nin görevlendireceği denetçi grubu tarafından bir ay içinde okulda “kalite denetimi” gerçekleştirilmelidir.
9- “Kalite denetimi” sürecinde, okulun yüksek risk taşıdığı alanlarda kalite standartları ve göstergeler yerinde ve ayrıntılı olarak incelenmelidir.
10- “Kalite denetimi’ sürecinde, öğrenci, veli, öğretmen vb. eğitim paydaşlarıyla yapılacak görüşmeler ve gözlemler yoluyla okulda yüksek risk taşıyan alanlar yakından değerlendirilmelidir.
11- RDB tarafından her öğretim yılı başında okul denetimlerine ilişkin “yıllık denetim programı” hazırlanmalıdır.
12- RDB tarafından sadece “zayıf/yetersiz” performans gösteren okullar, o yıla ait denetim programına alınmalı ve bu okullarda en fazla iki yıllık bir süreç içinde geliştirilmeleri amacıyla “kalite geliştirme denetimi” adı altında yoğunlaştırılmış denetimler gerçekleştirilmelidir.
13- “Kalite geliştirme denetimi” sürecinin başında, “zayıf/yetersiz”
performans gösteren okullar, yüksek risk taşıyan alanlarda “kalite gelişim planı” hazırlamak ve bu planı uygulamaya koymakla yükümlü olmalıdır.
14- RDB, gerçekleştireceği ara denetimler yoluyla “zayıf/yetersiz” performans gösteren okulları sürekli olarak izlemeye almalıdır.
15- “Kalite denetimi” sonunda, RDB denetçi grubu tarafından hazırlanan gerekçeli denetim raporu, Bakanlık Makamı ile ilgili genel müdürlüklere sunulmalıdır.
