Compensation of animals who died as a result of vaccination and serum administration
ARTICLE 8 - (1) The costs of the animals determined by the official veterinarian report, in which the official veterinarian or the responsible veterinarian or the veterinarian responsible for vaccination and / or death by the authorized veterinarian is killed or subjected to pre-death All are paid as compensation to the animal owners over the amounts determined by the local appraisal commission.
No compensation will be given
ARTICLE 9 - (1) No compensation shall be paid for animals belonging to official institutions and municipalities.
(2) No compensation shall be given for the animals who are not informed by the Ministry according to the procedures determined by the Ministry or who have been acquired by knowing that they are ill, and who have died without the documents determined by the Ministry or died without being examined by the official veterinarian.
(3) Although it is decided by the Ministry to disclose the notified outbreak of sickness and to apply vaccination, pesticides or tests, no compensation shall be paid to the owners of the animals that do not have such practices.
(4) No compensation shall be paid for the loss of yield caused by vaccination, serum and drug applications against compulsory diseases.
Local valuation commission and determination of compensation
ARTICLE 10 - (1) The local valuation commission shall be composed of three members, with the participation of a member appointed by the administrative director of the local authority and the representative of the animal owner from the representatives of the relevant civil society organizations, under the chairmanship of the official veterinarian.
(2) Local asset appraisal commission shall determine the compensation for the animals to be paid compensation by taking into consideration the fair value of the place where the enterprise is located, the animal products, feed, materials and materials destroyed due to compensatory diseases and the costs of destruction, transportation and disinfection.
(3) If the local valuation commission established does not agree and decide on the determination of the fair price, a new commission is established with the approval of the local authority and the decision is taken by majority vote.
REGULATION ON ABOUT CHANGE IN ANIMAL DISEASES REGULATION
• ARTICLE 1 - Paragraph (ç) of the first paragraph of Article 5 of the Regulation on Compensation in Animal Diseases published in the Official Gazette dated 14/1/2012 and numbered 28173 is amended as follows.

• Purpose and scope
• ARTICLE 1 - (1) The purpose of this Regulation is to determine the compensated animal diseases and compensation rates.
Basis
• ARTICLE 2 - (1) This Regulation has been prepared on the basis of the
subparagraph (d) of the first paragraph of article 4 of the Veterinary Services, Plant Health, Food and Feed Law numbered 5996 dated 11/6/2010.
Definitions
ARTICLE 3 - (1) In the application of this Regulation;
a) Ministry: Ministry of Food, Agriculture and Livestock,
b) Animal: vertebrate and invertebrates, including aquatic animals,
c) indemnity: the price to be paid for the destruction and disinfection of the products and equipment decided to be destroyed due to disease and the animals decided to pay compensation for the compensated diseases, expresses
Compensation for animal diseases, compensation rates and practices
ARTICLE 4 - (1) Indemnified animal diseases and compensation rates are specified in Annex-1. The compensation price for the animals to be paid compensation shall be determined by the local appraisal commission taking into consideration the fair values of the location of the establishment.
(2) The Ministry; According to the scientific data on diseases, eradication and control programs related to diseases, it shall determine which of the compensated diseases specified in Annex-1 will pay compensation, the places to be paid and the application time.
(3) Animals caught in compensation diseases and animals suspected of compensating disease are confiscated. The care costs are delivered to the owner as a trustee until the slaughter, culling or destruction of these animals is carried out by the owner.
(4) The animals suspected of being compensated and the animals suspected of being compensated by the Ministry shall be estimated within thirty days. If the appropriate location cannot be found within this period, the Ministry shall be culled and destroyed by the Ministry.
(5) The meat, skin and other parts of the animals, which are consumed and consumed due to compensated diseases, are deducted from the compensation they deserve.
