Prof Dr. İlhan Başgöz, resmî kayıtla-ra göre 15 Ağustos 1923 tarihinde Sivas’ın Gemerek ilçesinde doğmuştur. Liseyi Sivas’ta okuyan Başgöz, 1940 yılında Dil ve Tarih Coğrafya Fakültesi’nin Türk Dili ve Edebiyatı Bölümü’ne başlamıştır. 1945 yılında Ankara Üniversitesi’nin Türk Dili ve Edebiyatı Bölümü’nden mezun olmuş, 1949 yılında ise aynı üniversiteden folklor alanında hazırladığı tezle doktor unvanını almıştır.
İlhan Başgöz, 1960 yılında gittiği ABD’de California Üniversitesi’nin Los Angeles ile Berkeley yerleşkelerinde ve Indiana Üniversitesi’nde çalışmalar yap-mıştır. 1975 yılında kendi kurduğu Türk Araştırmaları Yayın Dizisi’nin genel edi-törü olarak, Türk kültürü konusunda yirmiye yakın İngilizce yapıtın yayımlan-masını sağlamıştır. 2000’li yıllarda belir-li dönemlerde Bilkent Üniversitesi Türk Edebiyatı Bölümü’nde ve Van Yüzüncü Yıl Üniversitesi’nde dersler vermiştir.
