Minibus Planning Activities

The site studies required for licensing minibuses under “M”

series and commercial taxis with license plate serial “C and M”

that carry out public transportation activities in districts such as Çatalca, Silivri, Büyükcekmece, Sultanbeyli, Şile and their incorporated towns and villages were brought into completion, transferred to UKOME and licensing decisions were taken. While the lines and routes as well as stations and terminal stations of the minibuses rendering service in the region were determined and UKOME decisions were taken, the licensing procedures are ongoing. In scope of District-Town Minibus Planning Activities, 5 arrangements were conducted in 2012 and as per UKOME resolution no. 2012/11-7 dated 19/12/2012, the line leasing tender no 2011/1-9 dated 10/02/2012 for Çatalca District was cancelled.

District-Town Taxi Transportation

The licensing procedures of 745 taxis with license plate serial C-M are ongoing. In order to facilitate audits and enable easy recognition of the vehicles, the decision on “writing the name of the District allocated/auctioned with white letters in compliance with 50x30 oval sample” was taken.

Evaluation of Transportation Applications with A1 Authorisation Certificate

In scope of State Roads Transportation Law No. 4925, Transportation Coordination Centre (UKOME) concludes on the conformity decisions of transportation permit licensed with A1 authorisation license regarding the convenience of transportation activity in respect to supply and demand equibilirum and transportation order to transport passengers to Istanbul from surrounding provinces.

Sea Transportation Planning Activities

As per UKOME Decision No. 2011/4-8 dated 09/06/2011, Combined Line decision was taken to ensure voyages are undertaken between available 49 ports of Şehir Hatları Co. Inc. as necessary. As per Council Decision No. 1481 dated 17/06/2011, mentioned lines were decided to be leased to Şehir Hatları Co. Inc.

for 30 years and the activities were completed in 2012.

Cabstand Planning Activities

In scope of the activities conducted for building, commissioning, modifying cabstands and arranging pick-up and drop-off areas within Istanbul borders as targeted by Commercial Taxi and Shared Taxi Directive, a total of 33 locations in scope of UKOME and 70 locations in scope of UTK resolutions were evaluated between the dates of 01/01/2012-31/12/2012 for the cabstands in areas annulled for the disposal of the public, in privately owned plots and public cabstands.

Ongoing Public Transportation Projects

Directives

In scope of the activities for the standardisation and enhancing the quality of public transportation vehicles;

• Taxi Transportation,

• Shared-taxi Transportation,

• Minibus Transportation,

• Phaeton Transportation

directives were submitted to UKOME, the decision for discussion at the Sub-Commission was taken and Sub-Commission activities were completed. In the same scope the activities for;

• Service Transportation,

• Sea Transportation,

• Freight Cargo,

• Urban Bus Transportation,

• Rail System Transportation directives are still in progress.

Rehabilitation of Public Transportation System by Ensuring Integration among Transportation Types

The subject of the title is “Rehabilitation of Public Transportation System by Ensuring Integration among Transportation Types”.

This activity includes establishing the public transportation model by creating starting-finishing matrices with the public transportation ticket (Akbil, Istanbul Card) data, vehicle-location (GPS) data and the up-to-date data to be obtained from minibus-shared taxi counts, and carrying out the integration and rehabilitation of public transportation lines including the rail systems to be commissioned until the end of 2013.

Ongoing Sea Planning Activities

UKOME resolutions no. 2011/7-18 A dated 06/10/2011 and 2011/7-18 B dated 06/10/2011 were concluded in scope of the intercity line activities for transportation between Zeyport-Karabiga-Marmara Islands and Silivri-Avşa-Marmara Islands were concluded, and sub-commission activities were initiated.

UKOME resolution no. 2011/7-6 dated 06/10/2011 was concluded to determine the fees based on the distances covered at the sea was issued, and the sub-commission activities are still in progress.

The activities with the aim of facilitating boarding and coming aboard the boats for the citizens with disabilities to use public transportation boats more comfortably in scope of disability law no 5378 dated 01/07/2005 and law amending certain laws and law decrees and circular no 28715 dated 18/10/2010 of General Directorate of Local Authorities affiliated to Ministry of Interior are still in progress.

Ongoing Taxi Planning Activities

In scope of the activities conducted for building, commissioning, modifying cabstands and arranging pick-up and drop-off areas within Istanbul borders, planning activities for a total of 271 cabstands including

• 195 cabstands with phones in areas annulled for the disposal of the public,

• 5 cabstands in privately owned plots,

• 71 Public Cabstands (controlled by ISPARK Co. Inc) are ongoing between the dates of 01/01/2012-31/12/2012.

Ongoing Minibus Activities

In scope of Minibus Line-Route-Stops Planning Activities, the opinions of public institutions and agencies are consulted (police department, gendarmerie, district municipality, chambers of shopkeepers, etc.) for 15 lines and the lines with commonly agreed routes are prepared to be submitted to UKOME Agenda.

Activity to Receive License/Route Permit Certificate Applications Online

The activities to establish a system to receive the license and route applications for service buses, taxis, shared taxis, minibuses, heavy tonnage vehicles online via internet were initiated.

Planned Public Transportation Activities

Minibus Conversion Planning Activities

The planning activities in regard to gradually converting 6363 minibuses of A (Istanbul), B (Beyoğlu), C (Asian Side) categories as well as towns into buses were initiated.

During this conversion activity, criteria such as;

• Physical status of roads,

• Distance of routes,

• Profit status of routes,

• Number of minibuses on the route per Km,

• Routes operating in areas with intense traffic circulation,

•The effect of current rail systems were determined.

Creating Contemporary Transportation Activities for Public Transportation Vehicles

All of the vehicles to render service in public transportation are obliged to be in compliance with the system and standards, departure times and performance criteria to be imposed by IMM on the lines to be designated by IMM.

Instead of carrying out transportation activities in parallel to the subway and metrobus lines which are the main transportation systems, all of the vehicles to operate on the lines set deemed suitable as per UKOME resolution based on demands and needs, will be directed to orthogonal lines as well as collecting and distributing lines to these main lines.

Ensuring safer, more comfortable, more convenient and faster travels is to be the prioritized duty of the institutions and agencies rendering service in public transportation. Therefore, it will be ensured that all of the vehicles in public transportation use only public transportation stops (current İETT stops) for drop-off and pick-up areas and become in compliance with the standards given below:

• Low floored and appropriate for the use of persons with disabilities,

• Having air conditioning system,

• Integrated with the electronic ticket and fee collection system (Akbil-Istanbul Card) used Istanbul-wide,

•Eco-friendly (Natural Gas, CNG) and having engine with low-emission values (Euro4 or Euro5).

Smart Ticket and GPS Implementations for Minibuses and Shared Taxis

As the pilot implementation in scope of the activities of integrating all of the public transportation systems Istanbul-wide into electronic ticket and fee collection system (Akbil-İstanbul Card), the activities to accommodate BL109 - Büyükçekmece - Gürpınar - Yakuplu - Kavaklı-Beylikdüzü Line Minibuses (86 vehicles), C308-Fındıklı-Aydınevler-Küçükyalı Line Minibuses (14 vehicles) and all of the vehicles on the Shared-Taxi lines on European Side (156 Vehicles) to the use of Istanbul Card and AKBİL were commenced. Therefore, the integration of different systems not included in the transfer previously (minibus, shared-taxi) will be ensured to increase utilization of public transportation systems and economic travel opportunity will be offered.

Determination of Taximeter Fare Calculator System

As per UKOME resolution no. 2012/10-6 dated 23/11/2012 for remedying the unjust treatments to the consumers and utilizing the common fare calculation mode in the taximeters used Istanbul-wide, the activities to determine the taximeter fare calculation system in compliance with current Regulation no. 28483 dated 23/11/2012 on Amending the Measurement and Measurement Tools Inspection Regulation were initiated.

In this scope, sub-commission meetings are held in regard to the relevant UKOME resolution to ensure;

• The Initial Fare, Subsequent Time Range (min), Time Tariff (TL/hour), Distance Tariff (TL/Km) and Subsequent Distance Range (Km) values are determined in compliance with S mode available on relevant technical specifications and Regulation on Amending the Measurement and Measurement Tools Inspection prepared by the Ministry of Science, Industry and Technology; the fare is calculated by recording equal distances subsequent to the announced initial fare by the taximeter and the calculation is displayed on the fare screen;

• Registry and inspection cards awarded by Provincial Directorates of Science, Industry and Technology and stated in the relevanty regulation are among the documentation to be asked for the licensing of taxis by Directorate of Public Transportation to ensure that the fare controls which were not conducted previously are included for the taximeters;

• Furthermore, a printer (a print-out of fare which also includes information of km and duration) is included to taximeters (the complaints due to fares are to be minimized with registry and inspection card) pursuant to the statement “Taximeters can be set up to include a system to display initial fare, total distance covered, total fare, etc. and to deliver a receipt” on the Article 225 of relevant regulation, and accommodating taximeters to the use of Istanbul Card-Akbil.

Risk Analysis of Local Sea Traffic of Bosphorus

The project aims to provide information to the sea-land transportation integration plans; conducting risk analyses by creating a risk map including manoeuvre, berthing locations and cruise routes between the continents of Asia and Europe; and regulating local sea traffic in respect to the security of cruising, life, property and environment. The tender activities for the work to be undertaken in this scope are still in progress.
