Ankara Bilim Üniversitesi Siyaset Bilimi ve Kamu Yönetimi Bölümü 2021-2022 Güz döneminde ilk öğrencilerini almış, seçkin hoca kadrosu, güncel müfredatı, modern derslikleri, araştırma ortamı ve çalışma imkanlarıyla öğrenim vermeye başlamıştır.

MİSYON

Siyaset Bilimi ve Kamu Yönetimi bilimsel, mesleki, siyasi ve sosyolojik bir kısım misyonlara sahiptir.

Bölümün hiç kuşkusuz en önemli misyonu siyaset bilimi, kamu yönetimi ve devletler arası siyaset alanında akademik camiaya katkıda bulunmak; siyasal değer, kurum ve uygulamaların çağdaş dünyada ulaşmış olduğu düzeyleri takip ederek siyaset bilimi ve kamu yönetimi çalışmalarını bir bilim olarak sürdürmektir. Hırslı bir gayeyle akademi hayatına girmiş olan Ankara Bilim Üniversitesi dahilinde faaliyet gösteren bölüm, giderek büyüyen kadrosu ve genişleyen faaliyet alanları ve araştırma-geliştirmeye verdiği önemle Türkiye ve dünya genelinde siyaset bilimi alanında bilimsel çalışmaların yapıldığı bir bilim yuvası olma misyonuna sahiptir. Bunun kadar önemli diğer bir misyonu da vermis olduğu öğrenim ve eğitimle öğrenim gören öğrencilerini ulusal ve uluslararası arenada kariyer hayatına hazırlamak, çeşitli devlet kuruluşlarında ve özel sektörde memnun olacakları çalışma olanakları sağlamaktır. Sosyo-siyasi hayatımızda düşünen, bilen, diyaloğa açık ve uzlaşmacı insanlar yetiştirerek siyasal hayatın vatandaşlar düzeyinde daha bilinçli, barışçıl, aktif ve üretken seyretmesine katkıda bulunmak bölümün hiç şüphesiz başka bir önemli misyonudur.

VİZYON

Modern sosyo-siyasi hayat baş döndürücü gelişmelere şahitlik etmektedir. 1990’larda komünizmin

çöküşü; demokrasi, insan hak ve özgürlükleri ve hukuk devletinin çağımızın paradigmatik siyasi

değerleri haline gelişi; uluslararası terör ve beraberinde getirdiği yerel, bölgesel ve küresel sorunlar

ve dönüşümler; son olarak da Covid-19 süreciyle devam eden siyasal gelişmeler insanlığı şaşkınlık

içinde bırakmış ve bırakmaya devam etmekte; her yeni gelişme adeta bir milat gibi sosyo-siyasi

hayatımızı çoğumuzun hiç ummadığı mecralara sürüklemektedir. Tavizsiz ideolojik yaklaşımlar

geçerliliğini kaybetmekte, en katı rejimler bile özgürlükler ve rekabet dünyasına karşı ayakta

kalmakta güçlük çekmekte, uzlaşma, barış ve işbirliğinin önemi her geçen gün daha iyi

anlaşılmaktadır. Fakat Covid-19 gibi insanoğlunun günümüz şartlarında asla beklemediği bir salgın ve siyasal hayatımıza giren diğer çeşitli meseleler geleneksel yöntemlerle sorunların üstesinden gelmemizi zorlaştırmakta; devletlerin, ekonomi dünyasının ve genel olarak insanlığın öngörülerini kısıtlarken bizleri yeni yollar ve esaslar tesis etmeye zorlamaktadır.

Siyaset Bilimi ve Kamu Yönetimi Bölümü bu ve benzeri esas ve dönüşümlerin üstesinden gelebilme,

zamanın ruhunu yakalayıp ona göre hareket edebilme ve rehber arayan değil rehberlik eden bir

topluluk ve merkez olma vizyonuna sahip bir bölümdür. Bölüm çağdaş siyasi değer ve normları bilen,

siyasal hayatımızda cereyan eden olayları ve daha da önemlisi olması gerekenleri görüp anlayabilen

çağdaş bir nesil yetiştirme hedefiyle hareket etmektedir. Sosyo-siyasi hayatta çok ihtiyacımız olan

öncü, isabetli, başarılı, çağcıl bir bilim ve araştırma merkezi ve öğrenim yuvası olma bölümün diğer

önemli bir vizyonudur.

Admitting its first students in the 2021-2022 Fall Semester, the Department of Political Science and Public Administration of Ankara Bilim University launched out to its academic activism with its distinguished academic staff, up-to-date curriculum, modern classrooms, research and study environment.

MISSION

The Department of Political Science and Public Administration has various academic, professional, political, and social missions. The most important mission of the department is undoubtedly to become a productive member of the domestic and international academic community in the field of political science, public administration and international relations by following and furthering the latest developments in these areas in contact and cooperation with its counterparts. Operating under Ankara Science University, which made its ambitious entrance to the world of universities in 2020, the Department of Political Science and Public Administration has the mission to be a progressive academic center of political science with its expanding staff team, growing engagements of research and publications and the newly admitted students that it educates. An important mission of the department is to prepare its students to the career life in the national and international job market, and to equip them with the necessary knowledge and expertise for the purpose. And still another mission of the department is undoubtedly to help the political life to be more conscious, peace- seeking, active and productive at the level of citizens by raising reasoning, articulate and conciliatory generations to deal with the issues that we face in modern life.

VISION

Modern socio-political life is witnessing such dizzying developments. The collapse of communism in

the 1990s, transformation of democracy, human rights and freedoms, and the rule of law into the

paradigmatic political values, the blow up of international terrorism together with the local, regional

and global problems that it produced, and the unexpected political developments that shadowed

over our socio-political life and economies with Covid-19 have left the people in a state of

bewilderment. Every new development is dragging our socio-political life into such tarrains that most

of us never expected before. Uncompromising ideological approaches are losing their validity, even

the closest regimes are facing harsh difficulties in holding against the world of freedom and

competition, and the importance of reconciliation, peace and cooperation is understood better every

new day. However, the pandemia of Covid-19, which the mankind has never expected under modern conditions, and various other issues that have entered our political life together with it, have made it difficult for us to overcome the challenges with traditional methods, and while diminishing the abilities of the actors of the political and economic life to have a clear foresight of the future, they are forcing us to explore new norms and methods.

The Department of Political Science and Public Administration thus bears the vision to overcome

these and similar local and global challenges, to determine the most viable socio-political route

against them, to catch up the spirit of time, to be a community and center of sociopolitical leadership

that guides, rather than looking for guide in all cases. The department acts with the aim of raising a

contemporary generation who has the knowledge of the contemporary political norms and values,

who can observe and interpret the events that take place in our political life with an insight towards

their ideal route. The department bears the vision of being a pioneering, punctual, thriving, and

modern academic center of research and education which is much needed in our socio-political life.

Mezunların mesleki profili:

Bölüm öğrencileri mezun olduktan sonra ilgi ve başarı durumlarına göre siyaset bilimi ve kamu

yönetimi ile sosyal bilimlerin diğer alanlarında yurtiçinde veya dışında yüksek lisans ile sürdürebilme

imkanına sahiptir. Bu gaye için ilgili ulusal ve uluslararası destek programlarından

yararlanabileceklerdir. Mezunlar aynı şekilde kamu kurumlarında kaymakamlık, uzmanlık, idari

hakimlik, müfettişlik gibi görevler de yapabilmekte veya özel sektörde çeşitli yönetici kadrolarında,

uzman veya müfettiş olarak çalışabilmektedir.

Occupational Profiles of Graduates:

After graduation, the students of the department have the opportunity to continue with a master's

degree in political science, public administration and other fields of social sciences in Turkey or abroad,

depending on their interests and success. For this purpose, they will be able to benefit from relevant

national and international support programs. In the same way, graduates can work as a district

governor, specialist, administrative judge, inspector in public institutions, or they can work in various

managerial positions in the private sector, as experts or inspectors.

The purpose of this course is to introduce the students with the major concepts, subjects, institutions and debates of the political science at an introductory level often with reference to its major subdisciplines. While the course is an introductory one, it is far from being so simple, contrary to what could be supposed by the freshmen, for it is designed to provide the students with a full coverage of the major subjects of concern in political science with a concise but still thick course content. Students who receive this course with its successful completion are expected to be fully prepared to continue with their more sophisticated disciplinary courses in their future semesters like comparative politics, political ideologies, party politics, national politics, international politics and so on and so forth with greater prospects of success. The course will also help students determine the route of their four years of educational journey with political science in a more academic and accurate way from their first year.

Introduction to Political Science course starts with the review of the attempts to define politics. It then moves to the subject of how to do research in political science regarding the methods used. The methodology lesson is followed by the analysis of various models suggested by some leading political scientists employed to give meaning to the political subject. This is followed by the exploration of major contemporary political ideologies like liberalism, conservatism, social democracy, nationalism and their varieties. The analysis of the institution of state is a major subject of this course discussed here with reference to its functions, faculties, types, powers and so on and so forth. Democracy as a political institution is another important subject of this course that will be examined with its specialties, types, virtues etc. that will be elaborated with the concept of political legitimacy at a later phase. The course will continue with the examination of the non-democratic type of regimes and it will end with the discussion of miscellaneous topics like globalization, political economy and political identity.

As a continuation of the course Introduction to Political Science I, this course will continue to cover the basic concepts, subjects, institutions and discussions of political science from over such main subdisciplines and fields of political science as political parties, elections, different democratic systems, parliament, constitution and law, public policies and global politics. As in the Introduction to Political Science I course, this course also has an extremely intense content for the course content is designed to cover various sub-disciplines and topics and research fields of political science though in a concise fashion. A major purpose of the course is to help students to acquire some basic knowledge of the courses and subjects that they will receive in their future semesters like democracy, human rights, party politics, comparative politics, national politics and international politics.

The course Introduction to Political Science II begins with the topic of political culture and media. It is followed by the topic of elections and representation where different types of political representation and electoral systems are examined. Following this, the topic of the limitation of the political authority in democracies is discussed together with the political mechanisms built for this purpose. One of the most important subjects of the course is political parties. The subject of political parties is handled with a look at party systems, party types, functions of parties and their importance for democracy. This is followed by the subject of interest groups, their functions and differences from other groups. One of the most important topics of the course is the practical and theoretical advantages and disadvantages of the presidential and the parliamentary systems. The course content includes public policy and bureaucracy, and global politics too for they are among the subdisciplines of Political Science. The course content is complemented by a critical discussion of the limitations and weaknesses of existing democratic systems.

In the historical period, learning the important political developments in the World, particularly in the European geography and reasons and results of these political developments in an analytical context.

In the course, the important political events that took place mostly in the 20th century will be explained and analyzed in chronological order. Nonetheless, in order to provide a significant background for the 20th century world politics, the period from the French Revolution of 1789 to the First World War, which took place between the years 1914-1918, will be analyzed in general terms.
