Yüksekö¤retim Dergisinin Sayg›de¤er Okurlar›,

Dergimizin üçüncü cildini geride b›rak›p dördüncü cilde bafllam›fl bulunuyoruz. Üçüncü ciltte yüksekö¤retimde yeni e¤ilimler, lisansüs-tü e¤itimde kalite, sa¤l›k e¤itimi ve yönetimi, t›p e¤itimi, araflt›rma ve inovasyon, bilim eti¤i ve akademik hareketlilik konular› ele al›nm›flt›r. Sayg›de¤er okurlar›m›z›n, yazarlar›m›z›n ve bilimsel dan›flma ku-rulumuzun verdi¤i destekle, yay›n hayat›na bafllarken konulan hedefle-re do¤ru yaklaflman›n mutlulu¤unu yaflamaktay›z. Aç›k eriflimle de ula-fl›lmakta olan dergimizin okur say›s›n›n her geçen gün artmakta olma-s› di¤er bir mutluluk kayna¤›m›z. De¤erli okurlar›m›z›n görüfllerini bi-ze iletmeye devam etmeleri geliflmemizi ve kalitemizi art›racakt›r.

Ülkemiz yüksekö¤retimin sorunlar›n›n ele al›nd›¤› kongre, sem-pozyum, çal›fltay ve di¤er toplant›lara Yüksekö¤retim Dergisi olarak kat›l›yor, bu ortamlarda sunulan ve haz›rlan›p gönderilen de¤iflik ça-l›flmalar› dergimizde yay›nl›yoruz. De¤iflik deneyimleri paylaflt›¤›m›z bu faaliyetimiz Türk Yüksekö¤retiminin nabz›n› tutmam›za imkan vermekte ve günceli takip edebilmemizi sa¤lamaktad›r.

Ülkemizde yüksekö¤retim alan› son y›llarda nicelikçe h›zla büyü-müfl, nitelikte beklenen geliflmeler ne yaz›k ki ayn› h›zla ilerlememifltir. Birikmifl sorunlar›n çözümü için beklenen yeni yüksekö¤retim yasas›-n›n henüz Meclis gündemine al›namam›fl olmas› üzüntü vericidir. Yük-sekö¤retimde yeni e¤ilimlerin önünü açacak, kaliteyi art›racak, bürok-ratik engelleri kald›racak yasal düzenlemeler geciktirilmemelidir. E¤i-tim, ö¤reE¤i-tim, araflt›rma ve sunulan hizmetler kapsam›nda kalitenin ar›-t›lmas›, kurumsal de¤erlendirme ve program akreditasyonlar›n›n yay-g›nlaflt›r›lmas› bir an önce sa¤lanmal›d›r. Yüksekö¤retimde kalite art›-fl›n›n olmazsa olmaz› nitelikli ö¤retim üyesidir. Ö¤retim görevlisi ve üyesi olmay› motive edecek yasal düzenlemelere çok acil ihtiyaç vard›r.

Nitelikli yaz›lar›yla dergiye katk› sa¤layan de¤erli yazarlara, yaz›-lar›n de¤erlendirilmesinde hakemlik yapan ö¤retim üyelerine, sürek-li takip, yak›n ilgi ve yap›c› elefltirileriyle katk› sa¤layan sayg›de¤er okurlar›m›za çok teflekkür ederiz.

Dear Readers of the Journal of Higher Education,

We have been starting volume four as we are leaving volume three behind in which we discussed new trends in higher education, quality in postgrad-uate education, health education and its management, medical education, research and innovation, scientific ethics and academic mobility.

Thanks to the support provided by our dear readers, authors and scien-tific advisory board members, we are proud to get closer to our targets estab-lished when we were first starting our publication life. The increase in read-ership of our journal, which is also open access, day by day is another source for our happiness. Our readers continuously expressing their opinions will help us to improve and increase the quality.

As the Journal of Higher Education, we are participating in congress-es, symposiums, workshops and other meetings where the problems of Turkish Higher Education are discussed, and publishing various studies prepared and presented in such environments. Our activities that we share different experiences enable us to take the pulse of Turkish Higher Education and to follow recent situations.

The field of higher education in Turkey has quantitatively grown in recent years; however, the same has not been observed in terms of qualita-tive aspect. It is upsetting to see that the new higher education bill, which was expected to resolve the problems piled up, has not been put on the agen-da of the Parliament. The legal regulations which will lead up new trends, increase quality and remove bureaucratic obstacles should not be delayed. Increasing the quality for education, training, research and the services pro-vided, and making corporate evaluation and program accreditations wide-spread should be ensured as soon as possible. Qualified academician is a must for quality increase in higher education. It is an urgent need to have legal regulations motivating to be lecturer and academician.

We would like to thank valued authors who contribute to our journal by their qualified articles, the academicians who help by their roles as peer-reviewers, and our esteemed readers who contribute by their continuous fol-low up, close interest and constructive criticism.
