Promoting The Citizen To Do The Exercise And Playing Sport As Their Way Of Life

In New Normal Era

Abstract: In this paper, the authors focus on the best practice of exercise and sport as a way of life in the New Normal along with proposing guidelines to promote people to be alert to exercise and playing sports is a way of life through technology. By doing an analysis and synthesize relevant documents on issues of situation, trends, pattern, directions and Policy to promote people to exercise and play sports as a way of life through technology in Thailand and other countries to guide Thai people to have knowledge, understanding and willpower to stay healthy under the Covid-19 crisis, five points are detailed as follows: 1) COVID 19 crisis to the New Normal era 2) The role of technology to the era of New Normal era 3) The sport policy and health with doing exercise and play sport in their of life in the era of New Normal era. 4) The trend, the direction, and the policy of promoting the physical activity and sport in Thailand. 5) The good practice guideline of technology and doing the exercise and playing sport in their way of life. 6) The guideline towards the achievement of promoting people to do the exercise and playing sport through technology in New Normal era. Therefore, the sports industry is required to make the fundamental changes by using the support from technology in three way which are as follows; 1) To transfer experience in sports to all Thai people to have knowledge of digital sports in order to have a deeper understanding and share feelings 2) To push for maximum efficiency in operations. Leveraging digital and technology to create new experiences in sports, and 3) To create the new trade opportunities by sending the new business model for promoting the sport industry. These are the five guidelines of having the highest benefit for people to have the healthy and good life quality which are as follows; 1) Studying the people needs for designing the activity. 2) Integrating the operation among the network organization. 3) Developing the digital and the technology for the people. 4) The continuous policy, and 5) Creating the inspiration.

1. The Rational Criterion

In the present days, Thai government see the importance of the sport and the exercise toward the development of the human resources in term of developing the life quality, healthy, good performance which relates to the national sport development plan (6th issue) that are relevant to the first strategy which is about supporting to create the knowledge and aware of doing the fundamental exercise for the youth in order to have the quality physical education. The second strategy which is about supporting the mass to do the exercise and participant in doing the exercise which relates to the strategy of the ministry of tourism and sport (4th issue), and the third strategy is about supporting the fundamental exercise and the mass sport. (The Government Public Relations Department, n.d.)

Those above statement is relevant with the Thailand national reform plan which focuses on the sport promoting people to do exercise regularly by setting the Thai people life expectancy at the age of 68. Therefore, the main activity is to support people to be the center of doing the exercise as their way of life. (Somwaiya, n.d.)

To be sad for all over the world at the moment, almost every country in the world need to fight against with COVID 19 pandemic which causes people not to have chance to exercise at the public sport facility. With this reason, changing and adapting of exercise to the New Normal way is the must for our world. (Mutz & Gerke, 2020).

People brought the new technology for applying with the exercise, such as using the smart watch with the application for recording the exercise data, counting calories from doing the exercise for calculating into the scores in order to exchange for the rewards as the motivation. This is the way of life in doing exercise in New Normal era. (Kaewkannate & Kim, 2016)

In this article, the authors aim to study the best practice of exercise and doing sport for their way of life in New normal era. Furthermore, this article propose guideline of promoting people to do the exercise and play sport through the technology by analyzing and synthesizing the related document in the issues about the situation, the trend, and the policy direction of promoting people to do some exercise and play sport in their way of life through technology both national and international for being the guideline for Thai people to understand how to make themselves healthy in order to fight against COVID 19 which can be divided into 6 issues. 1) COVID 19 crisis to the New Normal era 2) The role of technology to the era of New Normal era 3) The sport policy and health with doing exercise and play sport in their of life in the era of New Normal era. 4) The trend, the direction, and the policy of promoting the physical activity and sport in Thailand. 5) The good practice guideline of technology and doing the exercise and playing sport in their way of life. 6) The guideline towards the achievement of promoting

2. COVID 19 Crisis To The New Normal Era

In December, 2019, COVID 19 started from China, and spread out around the world. It actually transferred from the animal to human. It can be spread out through sneezing. COVID 19 causes to every group of population in term of the health, the economy, and the society. (AITakarli, 2020)

How we spend my dairy life has been adjusted since the pandemic spread. The definition of “New Normal” has been used in this pandemic which means the situations or phenomenon which used to be abnormal situation, but when something happens, that abnormal situation becomes as the normal situation. People are now familiar with online shopping, always wash their hand, and always wear the mask. These situations are the example of New Normal (Atkinson, 2020)

3. The Role Of The Technology In New Normal Era

The digital technologies are able to decrease the spread of COVID 19, such as the medical area uses Autonomous vehicle, Drones, Robotics, Taiwan uses the big data analytics for preventing the pandemic in the offensive way (Wang, Chun, & Brook, 2020), Korea uses the cell broadcasting service for updating the real time of COVID 19 pandemic area (Paek & Hove, 2021), Israel uses Telemedicine for healing the non-violence cases (Grossman, Chodick , Reingold, et al.,2020), and In USA at Harvard, they set the electronic plan for pointing the situation around the world (Harvard Dataverse, n.d.) The digital technology also has the importance role for convenience people, such as Smart Payment through QR Code, Online Delivery, Digital Content & Entertainment, and Smart Learning. Those technologies help people to live in the New Normal era which is more convenience, easier, and safer that relates to the severe pandemics at the moment. (Vargo, Zhu, Benwell & Yan, 2020).

4. The Sport Policy And The Health With The Exercise And Playing Sport In Their Way Of Life In New Normal Era.

The insufficiency of exercise is one of the risky factors that affect the life quality and the economic status, it can be the non-communicable diseases. Therefore, promoting people to exercise more is the benefit towards both physical and psychological ways which relates to the WHO definition which defined that healthy means the perfect condition of the physical and psychological, and well-being in the society. (McCartney, Popham, McMaster & Cumbers, 2019)

In the sport area, the national government see the importance of the sport that affects the economy and the society in three reasons 1) The sport has the importance towards the culture for most of the developed country. 2) The sport can be used for the objective outside the sport area, such as the politics issue, the public service, and the economic development. 3) The sport is included the improvement of the athlete’s performance and increasing the number of people those who participant in the sport.

5. The Trend, The Direction, The Promoting Policy For The Physical Activity, The Exercise And The Sport In Thailand.

The situation, the trend, the direction, and the policy in Thailand, there are the related organizations those where have the various policies which can be described as follows;

The constitution of the kingdom of Thailand (B.E. 2560)

In the section 55 defines that “The government needs to serve the public health care and give the knowledge to people.” Also, in the section 55 which supports that the government needs to promote the strength of the family by arranging the proper accommodation, promoting, and developing the people health.” (The constitution of the kingdom of Thailand, n.d.)

The government policy

1. The 20 years of the national strategy (B.E. 2561 – 2580)

It defines the direction of the country in long term by having the vision which stated that “The wealthy Thailand, prosperous, sustainability, and developed country with the development as the philosophy of the sufficient economy.” (Pokpermdee, 2020)

2. (Draft) Thailand national reform plans (Edited version)

This plan for having the target for developing the country as the good governance principle by using the framework for creating the plans in order to relate with others as the integration. The sport was added in by the meeting conclusion of the ministry which causes to have the reform in the issue of sport as well with 6 issues (1) Define the target and the index in the planning level (2) Adapting only the importance activities that affect to the people changes (Big Rock) (3) Revising and selecting only the importance law. (4) Reviewing the proposal of setting the public organization as the national reform plan and the conclusion of the ministry. (5) Considering the

opinions of the responsible organization as the national reform plan in the section 26 and 27 of the acts, and (6) Editing the format of the national reform plan in each aspect into the same format. (Somwaiya, n.d.)

3. Thailand 4.0

This model is for developing the country to the high-income country which is driven by the three new growth engines.

1) The productive growth engine 2) The inclusive growth engine

3) The green growth engine (Jones & Pimdee, 2017)

4. The policy of the head of National Council for Peace and Order (NCPO) and the Prime minister This policy focuses on decreasing disparity of society, the opportunity creation, the public service, the health quality, and the citizen’s health. (National Council for Peace and Order, n.d.)

5. The Pracharath strategy

The objective is to elaborate between the public section and the private section for the country transform through the 4 main strategies. (1) Having the good governance (2) Creating the innovation and the productivity (3) Increasing the human capital level, and (4) Promoting the participation for the country wealth. (Loprakhon, 2020).

6. The Twelfth National Economic and Social Development Plan (B.E. 2560 – 2564)

This plan focuses on enhancing international regulatory and institutional linkages at the implementation level. It emphasizes the use of physical infrastructure linkages as a basis for the development of areas, economies and communities along transcoder economic corridors, and physical promoting. (Office of the Prime Minister, n.d.)

7. The public organization, the policy integration, the sport, the exercise, and the country health. To promote people in the country to do the exercise in the New Normal era, all the public sections need to be elaborated. Those health promoting organizations are consisted of 10 organizations, which are as follows;

1. Ministry of Public Health

The main plan of this organization is the twelve national health development plan (B.E.2560 – 2564) which focuses on the active living of every people generation. (Prasertsook at el, 2017)

2. Thai Health Promotion Foundation

The main objective of this organization is to promote people to do the physical activity, creating the innovation, the knowledge, the campaign, and so on. (Pongutta, Suphanchaimat, Patcharanarumol, & Tangcharoensathien, 2019)

3. Ministry of Tourism and Sports

The two main strategies of this organization are to promote the exercise and the fundamental exercise, and to promote the people to do the exercise and to participant in doing the physical activity. (Ministry of Tourism and Sports, n.d.)

4. Thailand National Sports University

The objective of this organization is to produce and develop the sport personnel in the area of the sport science, the health science, the recreation. (Thailand National Sports University, n.d.)

5. Ministry of Interior

The ministry is responsible for local administration, internal security, citizenship, disaster management, road safety, land management, issuance of national identity cards, and public works. Furthermore, this organization also supports the people health. (Ministry of Interior (Thailand), n.d.)

6. Ministry of Education

The objective of this organization is to create the master plan of the education, the religious, and the culture, and the physical exercise subject by elaborating with the physical education institute. (Ministry of Education (Thailand), n.d.)

The main objective of this organization is responsible for the oversight of labor administration and protection, skill development, and the promotion of employment. (Ministry of Labour (Thailand), n.d.)

8. Ministry of Transport

The main objective of this organization is responsible for the development, construction, and regulation of the nation's land, marine, and air transportation systems. (Ministry of Social Development and Human Security (Thailand), n.d.)

9. Ministry of Social Development and Human Security

The main objective of this organization is responsible for ensuring the welfare of the Thai people. (Ministry of Social Development and Human Security (Thailand), n.d.)

10. Local government organization

The main objective of this organization is responsible to promote and support the work of the local administrative organizations (LOAs) through the development and series of advices on the local development plan, personnel administration, finance, and administration in order to strengthen the capacity and efficiency of the local administrative organizations on public service provision. Furthermore, this organization also supports in providing the budget for building the local part, the local sport facility as well. (Organization of the government of Thailand, n.d.)

6. The Good Practice Guideline Of Technology And Doing The Exercise And Playing Sport In Their Way of Life

From the study of the foreign countries best practice found that they promote their people for doing the exercise by inspiring them the rewards or the money. Their objective is to increase the people life quality and increase the GDP. These countries are as follows;

1) Russian

This country has the way pay the subway train by doing the walking exercise. They had the machine for exchanging the ticket for doing sit-up from the customers. That was happen in Winter Moscow Olympic 2014. (Usha, 2019)

2) Republic of Korea

They have the Cashwalk application for promoting the exercise. It counts the number of walking step. A hundred walking steps in a day equals one point, the collecting scores can be exchanged for the food and the famous cosmetic. (Ying, n.d.)

3) United Kingdom

They are one of the countries where brings the reward for convincing people to do the exercise. They have an application called “Sweatcoin (SWC)” which support both iOS and Android. It links the health data with GPS for counting the walking steps. Every 1000 walking steps can be transformed into 0.95 Sweatcoins, and this digital money also can be exchanged into the phone, the sport equipment, and so on. (Sweatcoin, n.d.)

Furthermore, they have another digital money called “Bitwalking” which the objective is to build the freedom market for using “Bitwalking” for buying the product. (Bitwalking, n.d.)

4) Japan

They created the project called “Six-City-Partnership Smart Wellness Point Project” by having the 6-special city as the pilot study that covers the project called “Smart Wellness City” The walking counting for exchanging the rewards is also the main strategy for this project, but the different things with other applications is the age of the participant. That is to say for those who participant has to be more than 40 years old, and lives in the municipal area. This project had very great achievement towards the citizen’s health. (Kume, 2018)

5) Australia

They created the project called “Technology in Sport” by having the objective of having better knowledge of how technology impacts the sport industry in Australia, to achieve for being the nation world sport leader by using the digital and technology, to support the sport for developing the leader and the competency of digital and technology, and to create the commercial potential and using the technology as the central for supporting the growth and the innovation which called “The Silicon Valley of Australia”. The Singapore has been elaborated with “Fitbit” for offering the tracking exercise device for people without the expenses under the national health project called “Live Healthy SG” (Live Healthy SG, n.d.)

7) Thailand

There are three projects called “Calories Credit” (Department of Physical Education, 2020), “Checkpoint” (Thammasat University, 2019.), and “Kao Ta Jai virtual run” (Ministry of Public Health, n.d.) which they have the same method and objective by having them to exercise, and collect the points for exchanging with the rewards or doing the charity.

7. The Guideline Towards The Achievement Of Promoting People To Do The Exercise And Playing Sport Through Technology In The New Normal Era

The sport industry need to adjust by using the technology for driving in three issues which are as follows; The first issue is giving the knowledge and experience in sport digital to Thai people, the second issue is to drive for the most effectiveness in the operation by using the benefit of the digital and the technology for creating the new experience in sport, and the third issue is to create the new commercial opportunities by sending the new business model for promoting the sport industry. These are the five guidelines of having the highest benefit for people to have the healthy and good life quality which are as follows;

1) Studying the people needs for designing the activity. 2) Integrating the operation among the network organization. 3) Developing the digital and the technology for the people. 4) The continuous policy, and
