Üniversiteler bilginin hem üretildi¤i, hem de en uygun fle-kilde topluma ve bireylere akta-r›ld›¤› kurumlard›r. Ça¤dafl top-lumlar üniversitelerden dünya insanl›¤›n›n ifline yarayan arafl-t›rmalar bekliyor. Böylesine araflt›rmalar yard›m›yla üretilen bilgi sadece yüksekö¤retim ö¤-rencilerine aktar›larak meslek insanlar›n›n yetifltirilmesinde

kullan›lm›yor, bireylerin yan› s›ra toplumun çeflitli kurumlar› ile pay-lafl›larak topyekun kalk›nman›n lokomotifine dönüflüyor.

Küreselleflen dünyada ham bilgi dünyan›n her köflesine ulaflabi-liyor. Bu bilginin üretilmesi kadar ifllenmifl hale dönüflmesi ve do¤-ru biçimlerde aktar›lmas› da çok önem tafl›yor. Biliflim, iletiflim ve e¤itim teknolojilerindeki bafl döndürücü geliflmelerin en rasyonel flekilde kullan›ld›¤› ülkeler bilginin aktar›lmas›nda öne ç›k›yorlar. Bilgi ve teknoloji ancak usta e¤itmenlerin elinde de¤er kazan›yor. ‹yi üniversiteler, en baflar›l› ustalar›n eline en kapasiteli ö¤rencileri ve-rerek ve en do¤ru yönetiflimi sergileyerek baflar›l› oluyorlar. Çok iyi olmak isteyenlerin bol kayna¤› oldu¤unu görüyoruz. Birçok küçük ülkenin y›ll›k bütçeleriyle, dünyan›n en baflar›l› 10-20 üniversitesi-nin y›ll›k harcamalar› birbirine denk rakamlardan olufluyor. En iyi-lerin bir baflka özelli¤i uluslararas› ö¤retim üyesi ve ö¤renci oranla-r›n›n yüksek olmas›. Farkl›l›klar›n üniversite ortam›nda ortak ak›la dönüfltü¤ü ülkelerin dünyaya hükmeden ülkeler olmas› tesadüf ol-masa gerek.

Geliflmifl ülkelerin, toplumlar›n›n benimsedi¤i ve sahip ç›kt›¤› stratejik yüksekö¤retim politikalar› var. Bu politikalar›n oluflumunda entellektüel derinli¤i olan yaz›l› birikimler önemli rol oynuyor. Bu ülkeler sosyal, kültürel, ekonomik her türlü sorunun çözümünde bi-limsel verilerden yararlanan ülkeler. Üniversitelerinin yönetimleri bilimsel verilere, yüksekö¤retim liderlerinin tart›flmalar› yaz›l› kay-naklara dayan›yor. Yüksekö¤retime stratejik bak›fl için ülkelerinin ya-z›l› kaynaklar›ndan rahatça yararlanabiliyorlar.

Ülkemiz aç›s›ndan yüksekö¤retime ait yaz›l› kaynaklar oldukça s›n›rl›. Özellikle yüksekö¤retim yönetimi ve politikalar› konusunda hem özgün araflt›rma eseri, hem de süreli yay›n eksi¤i hemen göze çarp›yor. Elinizdeki bu derginin en önemli hedefi ülkemizdeki bu ek-sikli¤in giderilmesine katk› sa¤lamak. Yüksekö¤retimin akademik ve idari düflünürlerinin birikimlerini yaz›ya dökmelerine ve bunlar›n ka-l›c› bilgi haline dönüflmesine yard›mc› olmay› önemli bir görev ola-rak görüyoruz.

Her yeni bafllayan dergi gibi umutla dolu olarak yay›n hayat›na ilk ad›m›m›z› at›yoruz. Elbette ilk ad›mlar yaflamak için olacak. Son-ras›nda deneyimler gelecek ve umar›z kal›c› bir birikime dönüflecek.

Dear Readers,

Universities are institutions in which knowledge is both generated and disseminated to societies and individuals in the most appropriate way. Contemporary societies expect universities to conduct studies to serve all the people in the world. The knowledge generated by such type of studies is not only utilized by students of higher education in order to train them to become future professionals, but also shared by various institutions in the society to serve as the engine of collective development.

In the globalizing world, raw knowledge can reach each and every cor-ner. Having this knowledge processed and transferring it in the right ways is as important as generating it. The countries that use the dazzling devel-opments in information, communication and education technologies in the most rational way stand out in the transfer of knowledge. Knowledge and technology come into value only in the hands of expert instructors. Good uni-versities succeed by handing the students with the highest capacity to the most successful masters and displaying the most correct governance. It is obvious that the ones who want to be very good have plenty of sources. Annual budgets of several small countries and annual expenditures of the top 10-20 most successful universities of the world consist of equal numbers. Another quality of the best is the high rates of international faculty mem-bers and students. It shouldn’t be a coincidence that the countries in which diversities turn into collective mind in the university environment are the countries ruling the world.

Developed countries have strategic higher education policies that their societies embrace and attend to. Written accumulations with intellectual depth play an important role in the formation of these policies. These are the countries that benefit from scientific data to resolve all social, cultural and economic problems. The administration of universities is based on scientific data and the debates of higher education leaders are based on written sources. They can easily benefit from the written sources of countries to obtain a strategic view of higher education.

Our country is very limited in terms of written sources of higher edu-cation. Especially in higher education management and policies, the lack of both original studies and periodicals is immediately recognized. The most important objective of this journal in your hands is to contribute to making up for this deficiency. We view helping the academic and administrative thinkers of higher education in putting their accumulations into writing and turning those into permanent knowledge as an important duty.

We are taking our first step into the publication life full of hope like every new launch journal. Of course, the first steps will be taken to survive. Then will come the experiences, and we hope that they will turn into a per-manent accumulation.
