Bu ders, kentin yapısını ve gelişimini açıklamaya çalışan kuramları incelemeyi amaçlamaktadır. Bu dersin içeriğinde kentlerin kökeni, kent kuramlarını ortaya çıkaran gelişmeler, ilk kentlerin oluşumunu açıklayan teoriler, Chicago okulu’nun etkileri, kentsel ekolojik kuram, insan çevrebilimcilerin kent kuramları, sosyologların kente ilişkin kuramları,kent ütopyaları, capital birikim süreçlerine göre kenti analiz eden kuramlar ve küreselleşme sürecinde kent gibi konular yer almaktadır.

SKY/KÇS. 606. Urban Theories (Elective)

This lesson aims to study theories for trying to explain structure and development of urbans.

The lesson content includes issues such as roots of urbans, the revealed developments of

urban theories, theories explaining the formation of the first cities, the effects of the Chicago School, urban ecological theories, theories of human ecologists, sociologists’ theories of urban, urban utopias, theories analysing the city according to the processes of capital accumulation and urban in the process of globalization.

SKY/KÇS. 608. Yerel Yönetim Kuramları (Seçmeli)

Devlet kuramlarına paralel olarak, her bir devlet teorisi bağlamında, “yerel yönetim”

olgusunun inceleneceği derste, her teori, yerel siyasette yerel yönetime atfettiği önem açısından değerlendirilmeye çalışılacak. Bu anlamda söz konusu teoriler, öncelikle devlet teorisinden hareketle devlet-sivil toplum-ekonomik alan açısından ele alınacak ve merkez-yerel ilişkisi, merkez-yerel yönetimin varlık sebebi, demokratikleşme ve merkez-yerel yönetimler, eşitsiz gelişme ve yerel yönetim konuları açısından değerlendirilecektir. Bu noktada, dersin içeriği, Devlet teorileri: devlet-sivil toplum ilişkisi, Klasik kuramlarda yerel yönetimler, Küreselleşme ve kuramlarda değişim, Küreselleşme ile yerel yönetimlere dair kentsel teorilerdeki değişim, Neo-pluralism ve Elit teorilerde Yerel siyasal elitler, Neo-Weberyan Teoride Yerel yönetimler, Neo-Marxist Kuram ve “Yerel Devlet” Meselesi, Yerel Farklılık meselesi, Kentsel Eşitsiz Gelişme ve Yerel yönetimler gibi meselelerden oluşmaktadır.

This course examines each state theory according to their views to local politics and local governments. Thus, the significant of local governments for different state theories will be analyzed within the frameowrk of center-local relationship, state-civil society relationship, democratization and local governments, uneven development. At this point, the content of this course consists of state theories, state-civil society relationship, the local governments in classical theories, globalization and the change of social theories, globalization and local governments, pluralism, elite theory and growth machine – regime theory, neo-Weberian theory, neo-Marxism and local state, Community power structure, local policy variation, uneven development and local governments.

Bu dersin amacı, çevre ve güvenlik politikaları arasındaki ilişkiyi tarihsel ve ekonomik politik açıdan çözümlemektir. Bu derste şu konular incelenmektedir: Temel kavramlar; ulusal

güvenlik stratejilerinin dönüşümü; bir ulusal güvenlik konusu olarak çevresel güvenlik;

çevresel güvenliğe kavramsal bakış; merkez ve perifer ülkeler açısından çevresel güvenlik;

Türkiye’nin enerji politikaları bağlamında çevresel güvenlik; Türkiye’de sınıraşan sular sorunu ve çevresel güvenlik; Türkiye’de Boğazlar sorunu ve çevresel güvenlik.

The objective of this course is to analyse the relaition of between ecosystem and security policies in historical perspective and political economy. The course examines the following topics: Basic concepts; the transition of national security strategies; Environmental security as an issue of national security; the conceptual approach to environmental security;

environmental security the interests of core and periphery countries; environmental security the sake of Turkey’s energy policy; the problem of transboundary waters and environmental security in Turkey; The Straits problem and environmental security in Turkey.

Bu derste şu konular incelenmektedir: Mekân ve kentsel mekân kavramları, kentsel mekânın fiziksel biçimlendirilmesi, kentsel mekân ve kent kimliği, kentsel mekânda ekonomik, sosyal ve kültürel dönüşüm, kentsel dönüşümün mekânsal sonuçları, kentsel yeniden yapılanma çerçevesinde mekânsal ayrışma ve konut, konut alanlarının dönüşümü ve yenileme projelerinin başarı düzeyi, konut politikalarına yönelik yeni yaklaşımlar.

This course examines the following topics: concepts of space and urban space, the physical shaping of urban space, urban space and urban identity, economic, social and cultural transformation in urban space, the spatial consequences of urban transformation, spatial segregation and housing within the urban restructuring, transformation of residential areas and the success level of renovation projects, new approaches to housing policies.

Bu ders, ekolojik düşüncenin verilmesini amaçlamaktadır. Çevreci ideolojiler ve toplumsal hareketlerin incelemesi dersin amaçları arasındadır. Bu derste çevrecilik, çevreci, ekolojik hareket, çevre koruma ve yeşil kavramları, toplumsal hareketler ve yeni toplumsal hareketler, dünyada çevreci hareketler ve ideolojiler, çevre ve siyaset ilişkisi, Türkiye’de çevreci hareketler ve çevrecilik, Türkiye’de çevre ve siyaset ilişkisi eleştirel ve karşılaştırmalı olarak incelenmektedir.

This lesson is aims to give ecological thinking. To investigate environmental ideologies and social movements are among the aims of the lesson. In this lesson, the environmentalism, environmentalist, ecological movement, environmental protection and green concepts, social movements and new social movements, environmental movements and ideologies in the world, environment and policiy relationships, the environmentalism and environmental movements in Turkey, relationships between environment and politics are examined critically and comparatively.

Kentleşme süreci ile birlikte kent yerleşmelerinde artan nüfus, kent içi ulaşım sorunlarını ve ulaşım amaçlı kullanım alanı planlama çalışmalarının önemini de artırmıştır. Güvenli, ekonomik, rahat, hızlı ve çevreci ulaşım sistemlerinin oluşturulması amacı ile çözümler

geliştirilmektedir. Bir taraftan dünya genelinde ve diğer taraftan da ülke genelinde oluşturulan ulaşım politikaları ve analizleri, bu dersin içeriğini oluşturmaktadır.

SKY/KÇS. 617. Intracity Transportation Policy (Elective)

Importance of increase in city population, transportation problems in cities, and planning studies on possible areas for transportation, while urbanisation occurs, is also increased.

Solutions for establishing environment-friendly, safe, economic, comfortable and fast transportation systems have been developed. The content of this course comprises of transportation policies and analyses in both natuional scale and international scale.

This course examines the following topics: rural and urban settlements and features, settlement system and hierarchy of settlements, urban transformation process and the reasons, settlement and construction decisions susceptible to disasters, housing policies in Turkey, migration-settlement issues and the relationship between urbanization, disaster and disaster management concepts and definitions, basic principles of disaster management - the international situation and new directions, the basic framework of disaster management in Turkey (institutional structure and legal arrangements), the post-disaster housing and settlement policies in Turkey.

SKY/KÇS.621. ÇED (Çevresel Etki Değerlendirmesi) (Seçmeli)

Doğal, sosyal ve yapay çevre bileşenlerinin tamamını içine alan yeni bir hayat tarzı olarak çevre kalitesinin korunması, sürdürülmesi, geliştirilmesi ve insan sağlığının korunması Çevre Politikalarının önemli olan başlıca konularıdır. Konularla ile ilgili olarak 2872 sayılı Çevre

Kanunu kapsamında Çevresel Etki Değerlendirmesi yöntemleri ve süreçleri bu dersin içeriğini oluşturur.

Improvement, sustaining, protection of environment quality as a new life style in which the components of natural, social and artificial environments are included, and protecting human health are main topics of environment policy. The content of this course includes environmental impact assessment methods and processes realted to the environment act numbered as 2872.

In this course, as a general, the concept of public economy, its aims and function, public choice theory, the role of public sector in the economy, the definition of public service, externality, public expenditure, its categorization, the approaches to explain the increasing in the public expenditure, the concept of public revenue, tax, fees, special assessment, share of capital, the tax law and theory, the tax principles, the types of tax (revenue, property), the concept of budget and its principles, the stages of budget process, the theories of budget and its technics, the local government finance, the concept of financial equalization, its prinicples and categories, the problems of financial relationship between center-local governments, the financial structure of local governments in the unitary and federal systems, the financial structure of local governments in Turkey, the Provincial Bank will be examined.
