Textile exports rising

Ankara (DGPI)— Turkish textile ex­

ports and export earnings to the USA Canada and the EEC countries all of which impose import quotas are increas­ ing fast.

During the first two months of 1987 Turkey earned $ 411.9 million from the export of 99,000 tons of textile products, an increase of 17.4 % compared to the same period of 1986 during which $ 350.8 million was earned.

Exports to EEC countries, the USA and Canada made up 83% of total tex­ tile exports and increased in value by 43.6 % During the first two months of 1987 $ 240.2 million was earned from the ex­ port o f 61.9 thousand tons of textiles to those countries whereas $ 345.1 million was earned from 71.2 thousand tons dur­ ing the same period of 1987.

Exports to EEC countries Turkey’s exports to EEC countries in­ creased by 41% during the first two months of this year and the foreign ex­ change earned increased from $ 210.3 million to $ 296.6 million. EEC countries imported about 72 % of total textile exports

Mersin— Two foreign and two Turkish companies are beginning con­ struction next week in the Mersin Free Zone.

An area of 17,032 square meters are allocated to one American, one Chinese and two Turkish companies.

Exports to the USA and Canada In 1986, $ 27.3 million worth o f ex­ ports were made from Turkey to the USA. In 1987,the amount increased by 42.8 % reachingS 39.1 million. 9.5 % of textile exports went to the USA.

In 1987,2.3 % of the textile exports, worth $ 9.4 million went to Canada com­ pared to less than one per thousand worth $ 2.6 million in 1986.

Federal Germany, the best customer Out of 75 countries, the highest

amount of textile products is exported to Federal Germany.

During the first two months of 1986, Turkey’s textile exports to Federal Ger­ many were worth $ 114.7 million. They increased 39% during the same period in 1987 and reached $ 159 million. Federal Germany imports 38.6% of total Turkish textile exports.

Exports to other countries Turkey exported textile products worth $ 2.2 million to the USSR,$ 820.000 to Hungary, $ 320.000 to Romania $ 80,000 to Albania, and S 1.8 million do Poland.

Islamic countries

Saudi Arabia increased its imports from Turkey to $ 8.9 million from $ 5.9 million while $ 4.7 million worth of tex­ tiles were exported to Iran, $ 13.1 million to Iraq and $ 2.2 million to Libya.

A n k ara (D G P I)— P ositive developments have been observed in the Turkish economy by a 46.3% decrease in current transactions and a total of $ 897 million repayment of the foreign debt during the first two months of this year.

Current Transactions

According to the Central Bank, the current transactions deficit decreased by 46.3% between January-February com­ pared to the same period last year and the foreign trade deficit decreased 13% in the same period. The total exchange income of invisible transactions reached 770 million dollars. The tourism income and exchange entries of Turkish workers abroad caused this progress for the most part.

In the first two months of 1987, the tourism income reached 69 million dollars, a 13 % increase over last year which amounted to 5 million dollars for the same period. The exchange entries of

Turkish workers abroad reached 206 milion dollars recording a 9% increase in the aforementioned period.

Foreign Debt Payment According to the Central Bank, a total 897 million dollars of the foreign debt was repaid in the first two months of 1987. 523 million dollars of this amount was repaid of the capital sum and 310 million dollars on the interest. The remaining 64 million dollars was repaid to the Interna­ tional Monetary Fund.

Machinery and equipment for digging, loading and opening tunnels, tools operated by air pressure and hydraulic systems, con­ struction pumps, cranes and various models o f machines used in construction and ex­ amples o f recent developments in construc­ tion technology such as prepared moulds are on display in the fair which has attracted the interest o f businessmen and builders.

Turkey’s

petroleum imports

Ankara (A.A.)— Low petroleum prices have a positive effect on Turkish import receipts.

During the first two months o f 1986, Turkey paid $ 190.7 per ton o f crude oil while during the same period in 1987 she paid S 132,9 per ton.

2,523 million tons of crude oil imports in the January-February period of 1986 increased to 3,277 million tons during the same period in 1987.

During the first two months of this year Turkey imported crude oil in the amount of $ 435,5 million and in the same period in 1986 she imported $ 481.1 million worth o f this product. If Turkey imports crude oil at 1986 prices this year, she will then pay $ 625 million for it.

Iraq placed first

More than 40% o f Turkey’s crude oli requirements have been supplied from Iraq. Turkey imported 1,377 million tons o f crude oil worth $ 177,9 million from Iraq, 815,000 tons worth $ 112.8 million from Iran and 594,000 tons worth $ 82,9 million from Libya.

Turkey has also imported petroleum from the People’s Republic of China, Abu Dhabi, Algeria, and Saudi Arabia.

Contracts signed for Yedigoze Dam and

Hydro-electric power plant project

Ankara (DGPI)— A contract envisag­

ing the construction of the Hydroelec­ trical Power Plant and YedigOze Dam on the Seyhan river has been signed in Ankara by Minister of Energy and Natural Resources Sudi Tiirel and of­ ficials from a Turkish firm who will build the project jointly with a Japanese firm.

The “ build-operate-turn over” model will be utilized during the building of the dam and hydroelectrical power plant at Yedigoze near Adana.

According to the contract, the project is scheduled for completion within six

years and the operation period is to be 15 years.

The dam which will be of the rock-fill type will be 131 metres in height. The 300 mgw power plant which will be founded near the dam will generate 969 million kwh of electrical energy annually and ac­ cording to the contract, the energy pro­ duced will be sold to the Turkish Electricity Authority.

Energy and N atural Resources Minister Sudi Türel said that they are ex­ erting efforts to provide the people with a sufficient and economic source of

energy rapidly.

Türel noted that the Yedigoze Dam was one of 98 projects which had been of­ fered to firms other than the Turkish Electricity Authority. The project will cost TL 185 billion at current prices.

Minister Türel stated that five plants including the Yedigöze Dam and Hydroelectric Power Plant had been con­ structed by the “ build-operate-turn over” m odel. He added th at they were evaluating the offers regarding six power plants which will use imported coal.

600-bed touristic hotel in Dalyan

Ankara (DCPI)— Culture and Tourism Minister Mesut Yılmaz announced that the construction o f touristic facilities which has begun in the Dalyan delta in Köyceğiz, Muğla did not endanger the flora and fauna o f the fresh water or the lives o f the sea turtles in the area.

Yılmaz at a press conference last week saying initial permission had been given to the investing firms within the environmen­ tal plan for Köyceğiz which started in 1977, continued:

Marmaris (Akajans), The 5th Interna­ tional Yacht Festival with 80 yachts and officials from 60 agencies participating, started last week.

The festival started by the arrival in Marmaris o f yachts from Rhodes. Doğan Tugay, a member of the Festival Commit­ tee said “ The participants of the festival which has been organised to promote Turkey to the world, will visit the Aegean and M editerranean coasts.” Julian Anderson speaking on behalf of the ATC group said that the Festival would con­ tribute to Turkish yacht tourism.

During the festival excursions a blue voyage, and fashion shows are being organized. Australia, Britain, Canada, Federal Germany, France, Greece, Italy, South Africa, the USA and Turkey par­ ticipated in the festival which will end on

Antalya last month

A ntalya (D G P I)— Over 30,000 foreign tourists have arrived in the An­ talya region since the beginning of April, local Ministry of Culture and Tourism of­ ficials have said.

Since 3 April, 110 charter flights have brought some 16,000 tourists, mostly Federal German, Austrian, Norwegian, Swedish, French and Dutch compared to 25 charter flights carrying 2,100 tourists in the corresponding period last year. The current tourism session began much more actively and 1,600 charter flights are ex­ pected to bring to the region over 150,000 tourists from 11 countries by the end of the year, added officials. With those ar­ riving by bus or boat, the total figure is expected to reach over 220,000 and the total foreign currency earnings of the region is expected to be over $ 600 million.

Ta$ki$la building at Taksim, Istanbul in­ to a five-star hotel has been signed in Istanbul.

The Ta$ki$la building which is cur­ rently being used by Istanbul Technical University will be restored jointly by Tur­ kish and USA hotel firms.

Three faculties of Istanbul Technical University in the Tajkisla building will be moved to the Ayazaga campus in the autumn.

The hotel which is scheduled to open on 29 October 1989 will have 320 rooms and will be operated by the Turkish and the American firms under the name of the Istanbul Plaza Hotel.

Conversion of the building into a hotel will cost $ 50 million.

Stating that Turkey was very concerned about the protection o f culture and wildlife, and a law had been put into effect for this, Yılmaz said other firms had applied to in­ vest in the area and a Qatar firm had been given permission for another 5000-bed hotel compound. He said his Ministry had asked the Qatar firm to have an internationally ac­ ceptable ecological institution to carry out a survey o f the entire Dalyan area which would be approved by the Turkish ecological institution and officials. Yılmaz said Turkey had also asked the Society for the protection o f Wildlife, based in Switzerland, to give their views, and that a group o f experts from a Scottish Universi­ ty would be starting their survey in Dalyan on 29 May. He continued: “Our target is to prevent the extinction o f sea turtles. But, protection cannot be achieved by closing these places to tourism, on the contrary, it can be achieved by opening them to tourists as special areas and making it possible for tourists to live there in comfort.” Yılmaz added that some nations might be unhappy about the extinction o f some species o f animals in their own countries and about how some o f these animals are taking refuge on Turkish shores. “But we feel we have to be on guard against exploitation o f the sub­ ject” he said.

Londra (DGPI)— The Turkish athlete Mehmet Terzi came 6th with a time o f 2 hrs. 10 min. 24 sec. in the traditional London marathon in which 26,000 runners, in­ cluding 800 professional athletes par­ ticipated.

The marathon was broadcast live in 28 countries.

Flights between

Istanbul (DGPI)— Regular air flights

started between Turkey and the Peoples’ Republic of China on April 30.

Deputy U ndersecretary o f the Transportation Ministry Yüksel Dinçer who made a statement at Atatürk airport on the occasion of the arrival of the first flight of the Peoples’ Republic of China airliner from Peking to Istanbul said that the silk road which linked the two coun­ tries in history is being replaced by the air route and he added that he was confident that the relations between the two coun­ tries would further develop with the in­ troduction o f the airline connection.

Flights between Peking and Istanbul are to be made once a week. The Turkish Air­ ways for its part, is working on initiating a Peking flight.

M eanw hile, ch a rte r flights to Dalaman airport from various European countries were increased as of May 5. In addition to Britain, F.Germany, Austria and Finland, Dutch travel agen­ cies too will start running charter flights this year which will continue until October.

The Turkish Airways will schedule charter flights between Vienna and Dalaman from May 15th to October 7th.

State Department Statement The U.S. State Department expressed regret at the postponement of the visit. State Department Spokesman Charles Redman said: “ We have been in contact with the Turkish Government to have the visit take place at a later date.”

Washington (DGPI)— Stating that Turco-U.S. relations had undergone multilateral unfavourable developments, Turkey’s Ambassador to the U.S.A. Şükrü Elekdağ said that the Turkish peo­ ple and Government expected the U.S. to fulfil her promises given in the annexed letter on the issues of bilateral defence and

economic cooperation. ________

Taking the floor at the Ninth Annual Board Meeting of the Turkish-American Association,Elekdag reminded the U.S. that they had promised to provide the necessary aid for strengthening the Turkish Armed Forces and to prevent the resolution of the draft agreement on the so-called Armenian allegations.

Elekdag stated that though Turkey was the friend and most reliable ally of the U .S., the Congress had behaved in a way that would harm relations with Turkey and in addition had attempted to legalize the draft agreement which would hurt Turkish feelings.

Rozanne Ridgeway

Mentioning the deferment of Presi­ dent Evren’s visit to the U.S.A. and Turco-U.S. bilateral relations in her speech, U.S. Assistant Secretary of State Ridgeway said that she was very sorry about the deferment of the visit and hoped it would be made in the near future.

Ridgeway stated that the was deeply concerned about the effect of the un­ favourable developments in the Congress on bilateral relations. She furthermore

said that the Turkish Government had suspended ratification of the recently ex­ tended defence and economic cooperation agreement (DECA).

Ridgeway, however, said that she hoped all the obstacles would be over­ come. Pennsylvania Democratic Party representatives John Murtha and Joseph Gaybos and the Wisconsin representative Jim Mooby later took the floor at the meeting to which U.S. President Ronald Reagan also sent a message.

Thus, Mr. Çobanoglu is the first foreign member o f the American Association for Thoracic Surgery. Prof. Çobanoglu who is one o f the famous heart surgeons in the USA has performed heart transplants on 31 patients and 29 have survived and are in good health. He recently transplanted the heart o f a 21-month-old infant in one o f 18 months and his success was praised on television and in the press. It was noted that the baby was surviving and healthy.

2000 Olympics

Samaranch announced that he had received a request from Istanbul Mayor Bedrettin Dalan to have the Olympic Games staged in Istanbul in the year 2000. He also noted that the organisation of the C om m ittee’s Istanbul meeting was “ perfect.”

President of the National Olympic Committee, Turgut Atakol recalled that the National Committee had been active since 1908. The Olympic movement was

a beacon for youth, he added.

Following the speeches, IOC President Samaranch presented President Kenan Evren with the “ Golden Olympic Order” . The 450 delegates from 84 countries out of 91 members included Prince Alexandre de Merode of Belgium, Prince Albert Rainier of Monaco and FIFA President Havelange. Twenty-nine journalists from various countries attended as observers.

According to reports being received, members o f cer­ tain m inority groups who had been waiting for years fo r permission to migrate to other countries now are able to obtain exit permits more easily and and in greater numbers. If these developments continue and spread to all Eastern Euro­ pean countries, this will, without doubt, contribute to the climate o f detente and cooperation between East and West. Un­ fortunately, Bulgaria has not taken the steps required by the Helsinki Final A ct apart from sending to Turkey the few children mentioned above. On the con­ trary, according to reports which have ap­ peared in the world press, the practice o f banning the Turkish language and religion is even stricter than before.

It has been observed that in Bulgaria, anti-Turkish propaganda in the mass media has been stepped up. It is difficult to understand this campaign o f malicious misrepresentation since the Bulgarian authorities can not possibly ju stify their actions and pressures in violation o f human and m inority rights in their own country by criticising Turkey. N o coun­ try tolerates and approves o f oppression o f the Turkish m inority in Bulgaria and the Bulgarian citizens themselves who ex­ perience or witness this pressure can hard­ ly be expected to approve or excuse what is being done. So, it is not possible for the Bulgarian mass media campaign to per­ suade Bulgarian citizens let alone the out­ side world.

Turkey will spare no effort to protect the rights o f fellow Turks living in Bulgaria, rights born out o f international agreements. Fellow Turks in Bulgaria will sooner or later regain their religious and cultural rights, because it is not possible for Bulgaria to oppose for ever the re­ quirements o f the age. We hope that sen­ ding a few children to Turkey is a sign o f growing awareness o f this fact on the part o f Bulgaria.

President Evren gave a reception for the IOC members in Istanbul during which he presented IOC President Samaranch and Vice-Presidents Prince Alexander de Merode, Ashwin Kumar and Berthold Beitz plaques and cer­ tificates in appreciation of their contribu­ tion to the Olympic movement.

Prince Albert of Monaco welcomed Turkey’s request to host the Olympic Games.“ As an IOC member and personal­ ly I endorse holding of the year 2000 games in Turkey,” he said and stressed his conviction that Turkey would be ex­ tremely successful in organising the event.

Dalan's Press Conference Istanbul Mayor Bedrettin Dalan said the city would be ready in five years for large-scale organisations such as the Olympic Games. Construction of new sports facilities were being speeded up and 15 Olympic swimming pools would be contructed. The Olympic village planned for the evints in the year 2000 would be built on the shores of Küçükçekmece Lake. They were determined to go ahead with the project even if Istanbul was not selected as the host city, he said.

The historical Talat Paşa Mansion restored by the Municipality o f Istanbul at a cost of TL. 192 million has been turn­ ed over to the Turkish National Olympics Committee to be used as Committee Headquarters. Speaking at the ceremony, Samaranch noted that the mansion was a very meaningful gift. “ 1 assure you that in the year 2000 all the members of the Olympic family will gather in Istanbul,” he added.

We attach great importance to such visits because we know that it is very difficult, even im­ possible, for people to get to know the true character of others from a distance and become sufficiently acquainted with their problems.

The OECD countries should conduct macro-economic and commercial policies con­ sistent with the growth-oriented adjustment policies of developing countries, he said and called on the industrialised countries to adopt a common policy which would alleviate the imbalances which threaten the structural ad­ justment process.

Medicine

Istanbul University Rector Prof. Cem’i Demiroğlu and Medical School Lecturer Prof. Dr. Aslan Terzioğlu were given the “ Professor Erich Franke” medal for their contributions to the development of relations between Turkey and Federal Germany in the field of medicine.

Ten lecturers from Istanbul Medical School and some from Munich Universi­ ty attended the ceremony in Munich.

The world famous heart and vasucular diseases specialist the German Professor Erich Franke, was a lecturer at Istanbul University Medical School between 1934 and 1957. There is a foundation establish­ ed in his memory and bearing his name today.

Turkish Association which was founded by the West Thracian Turks. The exhibition included ancient handicrafts and other antiques o f the Iskece region and in a competition organised

at the exhibition, the winning works were presented with awards.

The Iskece Turkish Association is one o f the minority associations which the Greek Govern­ ment is trying to close because o f the fact that the word ‘Turk’ is part o f its title. The cases o f three minority associations is still in court. The photograph shows Turkish girls dressed in their traditional clothes and accessories.

Eskişehir (DGPI)— The Third Inter­ national Turkish Folk Literature Seminar has been held in Eskişehir.

Seventy-seven scholars including 22 from abroad participated in the 3-day seminar.

The General Director of the Folklore Research Society, İrfan Ünver Nasrettinoğlu said at the inauguration of the seminar:

It is great disadvantage that foreign scholars and experts doing work on Turkish folklore do not have any contact with each other and nor do they know about the work of their colleagues. Thus it will be very beneficial for these in­ dividuals to meet frequently and discuss their work.

At last those which do remain have been repaired and restored for the delight and edification of future generations, in many cases with the financial support of the Ministry of Culture, universities or trusts.

Many of the most beautiful are situated along the shores o f the Bosphorus, where well-to-do families spent the hot summer months enjoying Atatürk defined culture as “ the

highest ideal to which a nation aspires” , a definition which stresses the important role played by culture in a state and socie­ ty. Turkey has always been a crossroads of western and eastern civilisations, many o f which arose on this soil. Istanbul has been the capital city of two great empires, the Byzantine and Ottoman, and the city reflects this glorious past in its wealth of monuments.

However, monuments alone are not

enough to preserve the sense of continui­ ty which is such an important element of historical conservation. Monuments were built for posterity, to dominate over their surroundings, and in the twentieth cen­ tury have succeeded in attracting the larger part o f conservation resources. Houses have fared far worse, although they have so much more to tell us about the lives o f our forefathers.

In addition, Turkish classical and pop music singers sang popular songs. This program will be repeated on May 15.

Augmentation dans les exportations de textiles

Ankara (DGPI) - Les exportations des

produits textiles de la Turquie vers les pays ayant instauré une quota et qui com­ prennent les pays de la CEE, les Etats- Unis et le Canada, augmentent très rapi­ dement. Parallèlement à ceci, les entrées de devises liées à ces exportations aug­ mentent.

La Turquie a réalisé durant les deux premiers mois de cette année une entrée de devises de 411.9 millions de dollars grâce aux exportations de plus de 99.000 tonnes de produits textiles. Durant la même période l’année dernière une entrée de devises étrangères de 350.8 millions de dollars avait été réalisée. Selon ces chif­ fres, les exportations de textiles ont aug­ menté de 17%.

83.8% des exportations de produits textiles ont été réalisés vers les pays mem­ bres de la CEE, les Etats-Unis et le Canada. Les exportations réalisées vers ces pays ont marqué une croissance de 43.6%. La Turquie avait exporté l’année dernière aux mois de janvier et de février vers ces pays 61.9 mille tonnes assurant une entrée en devises étrangères de 240.2 millions de dollars. Cette année durant la même période 71.2 mille tonnes de pro­ duits textiles ont été exportées vers ces pays pour 345,1 millions de dollars.

Exportations vers les pays de la CEE Les exportations de la Turquie vers les pays de la CEE ont augmenté de 41% durant les 2 premiers mois de cette année, et les revenus sont passés de 210,3 millions de dollars à 296.6 millions de dollars. La part des pays de la CEE dans ces expor­ tations est de 72%.

Parmi les pays de la CEE les meilleurs clients sont les Italiens avec 58.6 millions de dollars, ensuite les Britanniques avec 25.4 millions de dollars, les Français avec 19.3 millions de dollars et les Néerlandais avec 19.1 millions de dollars.

Les exportations de produits textiles réalisées vers les Etats-Unis ont enregis­ tré une augmentation de 42,5%, ils ont acheté l’année dernière pour 27,3 millions de dollars et cette année pour 39.1 mil­ lions de dollars. Les Etats-Unis ont acheté à concurrence de 9.5% des produits tex­ tiles d ’exportations.

Quant au Canada, il a acheté des pro­ duits textiles pour 9.4 millions de dollars et a porté sa part qui était de 1 % à 2.3%. Le Canada avait acheté à la Turquie l’année dernière pour 2.6 millions de dol­ lars de produits textiles.

La meilleure cliente est l’Allemagne fédérale

La Turquie fournit à 75 pays ache­ teurs des produits textiles, le meilleur score étant détenu par l’Allemagne fédérale.

Selon les données provisoires de la Banque Centrale, les déficits dans les ope­ rations courantes ont diminué de 46,3% durant les mois de janvier et février de l’année en cours par rapport à la même période de l’année dernière.

Quant au bilan de l’équilibre des paie­ ments, le déficit dans le commerce exté­ rieur a diminué à concurrence de 13% par rapport à la même période de l’année der­ nière. Durant cette même période, les revenus en devises obtenus par les opéra­ tions invisibles se sont élevés au total à 770 millions de dollars. Les revenus du tou­ risme et l’entrée des devises opérée par les ouvriers turcs travaillant à l’étranger ont été les plus influents dans ces dévelop­ pements.

Ankara (DGPI) - Le contrat relatif à

la construction du barrage et de la cen­ trale hydro-électrique de Yedigôze sur le fleuve Seyhan a été signé à Ankara par le ministre de l’énergie et des ressour­ ces naturelles, M.Sudi Türel et les respon­ sables de la firme turque qui réalisera le projet en collaboration avec une firme japonaise.

Le barrage et la centrale hydro­ électrique qui seront installés à Yedigôze près d ’Adana seront réalisés selon le modèle ‘ ‘construis-exploite-transfère” ■

Selon le contrat, le projet sera achevé en 6 ans et le bail sera de 15 ans.

Le barrage se composera d’un remblai de pierres d ’une hauteur de 131 mètres. 969 millions de kWh par an seront pro­ duits par la centrale de 300 mégawatts qui sera construite au pied du barrage. Le contrat prévoit également la vente en gros de l’énergie qui y sera produite à l’Elec­ tricité de Turquie.

Le ministre de l’énergie et des ressour­ ces naturelles, M.Sudi Türel a fait savoir qu’ils déployaient de grands efforts dans le but de répondre à temps au besoin en énergie de manière suffisante et économi­ que car l’énergie est l’un des éléments

importations de

pétrole en Turquie

ANKARA (DGPI) - La baisse enre­ gistrée dans les prix du pétrole continue à influencer positivement la facture d ’importation de la Turquie.

Les importations de pétrole brut de la Turquie, au cours des deux premiers mois de l’année dernière avaient été effectuées à 190.7 dollars la tonne tandis que cette année elles l’ont été à 132.9 dollars la tonne.

Les importations de pétrole brut de la Turquie étaient de 2 millions 523 mille tonnes pour la période janvier-février de l’année 1986, tandis que pour la même période de l’année 1987, la quantité totale de pétrole importée a atteint 3.277.000 tonnes.

Au cours des deux premiers mois de l’année en cours, la Turquie a payé 435.5 millions de dollars pour les importations de pétrole brut tandis que pour la même période de l’année 1986, cette somme était de 481.1 millions de dollars. Si la Turquie avait réalisé ses importations selon les prix de l’année passée, elle aurait dû payer 625 millions de dollars.

La Turquie a importé 40% de ses besoins en pétrole d ’Irak. La quantité totale du pétrole brut importé de ce pays était de 1.377.000 tonnes pour une valeur de 177.9 millions de dollars. La Turquie a également importé 815.000 tonnes de pétrole brut d ’Iran pour une valeur de 112.8 millions de dollars et de Libye: 594.000 tonnes pour une valeur de 82.9 millions de dollars.

M.Türel a indiqué qu’avec le barrage de Yedigôze et la centrale hydro­ électrique, le nombre des centrales fonc­ tionnant selon le modèle “ construis- exploite-transfère” s’élevait à 5 et que l’étude des appels d ’offre concernant les 6 centrales basées sur le charbon importé se poursuivait.

Ankara (DGPI) - Le ministre de la Cul­ ture et du tourisme, M.Mesut Yılmaz, a déclaré que les installations touristiques dont la construction vient de commencer à Dalyan dans la sous-préfecture de Köyceğiz (Muğla), ne menaceraient pas les tortues d ’eau douce et de mer de la région.

DISCOURS DE M.ERDEM Dans le discours qu’il a prononcé devant le Conseil ministériel de l’OCDE, le ministre d ’Etat et vice-premier ministre, M.Kaya Erdem, a demandé aux pays industrialisés de ne pas rendre difficiles les tâches des pays en voie de développement.

Après avoir demandé que les gouverne­ ments créent un milieu international écono­ mique où leurs forces de marché pourraient opérer librement, M.Erdem a informé le Con­ seil du programme économique appliqué par la Turquie.

“ Les mesures d ’adaptation structurale mises en application en Turquie dès 1980 ont été renforcées après 1983 en fonction des exi­ gences du jour. La Turquie est déterminée à poursuivre ce programme d’adaptation struc­ turale, débuté il y a 6-7 ans déjà” a dit M.Kaya Erdem qui a demandé que les pays débiteurs soient soutenus pour qu’ils puissent poursuivre leur programme d’adaptation structurale.

Le ministre d ’Etat et vice-premier minis­ tre, M.Kaya Erdem, a indiqué que les pays de l’OCDE devaient également suivre des politiques macro-économiques et commercia­ les qui s’accorderaient avec les stratégies d ’adaptation des pays en voie de développe­ ment donnant la priorité au développement. M.Erdem a conclu en invitant les pays industrialisés à adopter une politique com­ mune de nature à alléger les déséquilibres menaçant de compromettre le processus d ’adaptation structurale.

Le ministre des affaires étrangères, M.Vahit Halefoglu, a déclaré que la réa­ lité selon laquelle ta Turquie était une par­ tie de l’Europe, était reconnue par tout le monde.

M.Haiefoglu qui a regagné la Turquie de retour d ’un voyage à Berlin, Bonn et Strasbourg a fait une déclaration à la presse à l’aéroport d ’Esenboga. 11 a indi­ qué que les travaux du Conseil de l’Europe dont il a assumé la présidence en exercice, s’étaient déroulés dans une atmosphère calme et digne et qu’il n ’y avait pas eu de querelle.

Rappelant que les relations entre la Turquie et le Conseil de l’Europe qui se trouvaient il y a trois ans à “ un point dif­ ficile” s’étaient normalisées avec le temps, M.Haiefoglu a déclaré:

“ Si la Turquie renforce sa position au sein de l’Europe et si elle poursuit ses pro­ grès dans le domaine de la démocratie, je crois et j ’espère que la présidence en exer­ cice de la Turquie ou sa participation aux travaux du Conseil, deviendront des faits

Faisant remarquer que les leaders indiens, Gandhi et Nehru étaient des admirateurs d’Atatürk qui a mené la lutte d’indépendance contre l’impérialisme, le sous-secrétaire d ’Etat indien a déclaré que les deux pays partageaient les mêmes idéaux tels que la démocratie et le laï­ cisme. Il a ajouté qu’ils étaient pour le renforcement des relations politiques, économiques et culturelles.

Indiquant pour sa part que la visite du premier ministre Ôzal effectuée en Inde en avril 1986 avait ouvert une nouvelle ère dans les relations des deux pays, M.Kan- demir a souligné q u ’il n’existait aucun problème politique entre l’Inde et la Tur­ quie. Il a également évoqué dans son dis­ cours les problèmes avec la Grèce, la Bulgarie et la question chypriote.

Le sous-secrétaire d’Etat au ministère indien des affaires étrangères, M.Menon, qui s’est également entretenu avec le ministre d’Etat et porte-parole du gouver­ nement, M.Hasan Celai Güzel, a quitté la Turquie le 13 mai.

C ’est la réponse objective, pragmatique et flexi­ ble d ’un pays encore en développement au défi de la vie pour la fin du vingtième siècle. Bien sûr, personne ne peut avoir l’illusion que le turc deviendra une lan­ gue scientifique importante comme la lan­ gue des Sumériens l’était autrefois. Et la politique scientifique ne pourra faire immédiatement que cette nation “ atteigne le niveau de la civilisation moderne” , cité par Atatürk. Mais, pourquoi, à l’aide d ’une planification soigneuse, les noms des scientifiques turcs ne seraient-ils pas encore une fois comptés parmi les meil­ leurs dans le monde, ni pourquoi, en ter­ mes plus modernes, la Turquie ne serait-elle pas capable de dépasser le sta­ tut de “ pays en voie de développement” avec le début du 21ème siècle ou peu après?

6. Se rappeler que les Chypriotes turcs sont autant les citoyens du Common­ wealth que les Chypriotes grecs, et les trai­ ter ainsi quelqu’en soit la forme.

7. Accepter que les boycottage ou les restrictions contre la République Turque de Chypre Nord ne peuvent que retarder le création des conditions par lesquelles un accord politique serait possible.

8. S’abstenir par conséquent de toute sorte de boycottage ou restriction contre la République Turque de Chypre Nord, y compris en particulier les restrictions sur le transport aérien et maritime, la poste et les télécommunications.

9. Accepter que l’armée turque est à Chypre Nord à la demande et pour la pro­ tection des Chypriotes turcs qui ont souf­ fert de l ’insuccès des g aran ties internationales et qu’on ne peut pas s’attendre à ce qu’ils leur demandent de se retirer jusqu’à ce que la confiance soit rétablie à la suite de la création d ’une République fédérale bi-zonale comme envisagée par le secrétaire général des Nations Unies.

Les effets économiques de l’adhésion de la Turquie à la CEE, les problèmes juridiques du recours de la Turquie pour l’adhésion à part entière, la perspective politique de l’adhésion de la Turquie à la CEE et l’avenir des relations Turquie- CEE du point de vue d ’Ankara seront abordés au cours de ce séminaire qui pren- dra fin le 15 mai.____________________

---M.Alain Riottot, au nom du ministre français de la culture, M.Jack Lang, lors d ’une cérémonie organisée à cette fin à la Direction générale des ballet et opéra d ’Etat.

Dans le discours qu’il a prononcé à cette occasion, M .Riottot a expliqué que ce prix avait été décerné à Nevit Kodalli pour l’opéra qu’il a composé pour Van Gogh.

“ Cette distinction a été décernée, a dit Nevit Kodalli à son tour, non pas unique­ ment à ma personne mais à l’art de la musique turque.”

Le compositeur turc Nevit Kodalli a été diplômé des sections de composition et de direction d’orchestre du Conserva­ toire d ’Etat, il a effectué des études à Paris aux frais du gouvernement et est chef d ’orchestre à l’Opéra d’Etat. Ses principales oeuvres sont:

Morceaux pour piano, poema (seule­ ment pour violon), Passagacaglia et Fugue (pour instruments à cordes), 7 poè­ mes (vocal), Album de chansons étranges, (trois pastiches, deux lieds), Oratorio d ’Atatürk, les opéras de Van Gogh et de Gilgamesh, Antigone (pour ballet).

“ La juridiction administrative est chargée, à côté de l’exécution, de dimi­ nuer les erreurs, d ’assurer l’égalité dans les décisions et la conformité de celles-ci au droit.
