İlgi(a)'da kayıtlı yazımızla Hindistan'ın çeşitli çelik ve çelik ürünlerinin belirli ulusal standartlara uyumunun teminini amaçlayan taslak düzenlemesine ilişkin bildirimin 8 Ekim 2019 tarihinde G/TBT/N/IND/108 simgesi ile yayımlandığı belirtilmiştir. Ayrıca, anılan düzenleme ile Hindistan'a belirlenen ürünleri ihraç etmek isteyen ihracatçıların ve ülke içinde bu ürünleri üreten üreticilerin, üretime başlamadan önce, Hint Standartları Ofisi'nden geçerli bir lisans almasının zorunlu hale getirilmesinin öngörüldüğü bildirilmişti.
Bu defa ilgi(b)'de kayıtlı yazıda, Hindistan tarafından hazırlanan G/TBT/N/IND/148 simgeli bir örneği ekte sunulan yeni bildirim ile ilk bildirimde yer almayan farklı çelik ve çelik ürünlerinin de aynı uygulamanın kapsamına alınmasının planlandığı belirtilerek, Dünya Ticaret Örgütü üyelerinin düzenlemeye ilişkin yorumlarını iletmeleri için 60 günlük bir süre öngörüldüğü açıklanmıştır.
Bu itibarla, söz konusu taslak düzenleme hakkında üyelerinizin bilgilendirilmesi ve görüşlerinin alınması ile görüşlerin Bakanlığa iletilmesini teminen en geç 30 Haziran 2020 tarihine kadar Birliğimize (kubilay.simsek@tobb.org.tr) gönderilmesi hususunda gereğini rica ederim.

5. Title, number of pages and language(s) of the notified document: The Steel and Steel Products (Quality Control) second Order, 2020 (8 page(s), in English)
6. Description of content: This Order seeks to ensure conformity to Steel & Steel Products listed in the Table-1 to the specified Indian Standards. The Order makes it mandatory for all manufacturers in India and all the manufacturers aboard who intend to export to India, of Steel and Steel Products as given in the Table-1 of the order, to obtain valid license from the Bureau of Indian Standards, for use of Standard Mark, before commencement of regular production of such items. Further, no person shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any steel & steel products given in the said Table-1, which do not conform to the specified standards and do not bear standard mark of the Bureau.
7. Objective and rationale, including the nature of urgent problems where applicable: Upgrading the Quality of the steel and steel products in public interest to ensure safety of infrastructure/ housing/ engineering goods in the country and for protection of human health & safety.
