lumbacı takımları kurulmasına izin verdi. B öylece önce İstanbul, ardından başka kentler benzeri olmayan çok renkli, folklorik, im eceye ve semt dayanışması ilkesine göre örgütlenmiş tulumbacıları ile bir özellik daha ka zandı.
Gündüzleri kendi işinde, yangın çıkınca sandık başına koşan, belediyeden her gün bir çift tayın, yılda bir ta kım elbise alan tulumbacıları, 1870’lerde İstanbul’a g e len Macar Ziçini (Seçeni) Paşa sıkı bir eğitimden geçir di. 19.yüzyılın sonlarına doğru tulumbacılık bir tür spor kulüpçülüğü gibiydi. Ayaktakımı denen işsiz güçsüzle rin yanında, kalem efendileri, katipler, paşazadeler de tulumbacılığa özenmekte, “daire”, “takım” denen ekip lere katılıp “reis”, “fenerci”, “omuzdaş” olmaktaydılar. Her mahallenin onur simgesi tulumba sandığıydı. Tu lumba takımının yangın yerine götürülüşünü ikinci reis yönetir; birinci reis arkadan atla giderdi. G ece karanlı ğındaki koştumıacalarda önden giden fenerci “-Yalama vaar!” d iyerek çamurları, su birikintilerini; “-Atlama v a a r !” n id a sıy la tü m sek leri çuku rları; “-K o ç b o y - nuzuu!..” deyip dönem eçleri haber verir; kısa adımlarla yürümek gerektiğini ise “-Koyun ayağı!” komutuyla bil dirirdi.

O ther cities follow ed suit. A ll the firem en were local volunteers, who a h on d on e d th e ir work a n d rushed to the f i r e station whenever there was news o f a fire . In return the m u n ici pality p a id them a daily allowance and gave them a new suit o f clothes each year.
In the 1870s the fire m e n were trained by a H ungarian nam ed Z iç in i (Seçeni) who rose to the rank o f paşa. The organisation gradually cam e to resemble a kind o f sports club o f which a broad cross-section o f society belonged, ranging fro m the riffra ff to civ il servants and the sons o f gentlemen, who jo in e d f o r the sense o f adventure.
Each district was p ro u d o f its chest co ntaining the water- pum ps a n d hoses which was carried at a ru n on long poles to the scene o f the fire . The head o f each brigade was known as “reis”, his assistant who was in charge o f
taking the equipment to the f ir e as “ik in ci reis”, and the fire m a n who held the the torch to show the others the way at night as the “fe n e rc i”. Whenever he cam e across obsta cles which m ight impede their progress the latter would shout out various warnings: “Yalama v ar!” f o r puddles o r patches o f mud, “Atlam a var!” f o r holes o r bumps, “Koç b oy nu zlu !” f o r bends in the road, a n d “Koyun ayağı!" when it was necessary to take short steps..
