Oil comes in many forms as diverse as crude oil and vegetable oil, which serve very different purposes. Products consisting of oil are insoluble when added to water but will dissolve in organic substances such as those acquired from living organisms.

6. CONCLUSION

Based on the above comparison tables and analysis: rout pipeline option 3. Is it the first candidate option to be selected for its existing location is suitable good, Lowest level of threats from geopolitics, lowest demands of maintenance while operating, lowest cost of construction, high score of winner as per RA matrix lead to accept it with AHP and get it within safe to operate mode, it’s the second one due the land nature due to population and agriculture but it’s very good privileges due to the social factor which consider one of the new parameters within all projects, it’s for sure the lowest and shortest distance as per all parameters, high recommended to award this option and demand all support from Shabwah governorate to start this project instead of moving oil via trucks. The maintained relation with local’s trade the implemented projects with Low cost of construction, low distance, low required maintenance and operation and low rank of risk assessment comparing with other three options, followed by rout pipeline option pipeline option (4) Rout Pipelines option one& two. (Saaty, 2004)

These two options are the second candidates in comparison with the Rout Option 4.

Whichis exceedingly suggested tobe prohibited forbeing extremely hazardous and da ngerous. The two selections have the same heading with the same points of interest and restriction, the third alternative has it possess additional advantage:

blacktop road until the end of the roadblock 14 though it is 50 km longer than the second option, which have more than a hundred km desert road. The better road is absolutely the first option, which goes trade the desert from a social perspective. It is expected that road/blocks will be frequent at the beginning of the trucking operations in these new territories due to new tribal demands in which the trucks are passing.

Contractor should lead in resolving equipment's hiring demands or issues related to his contract with close monitoring from Shabwah to interfere when required.

Contact with the Governorate officials should be established before the movement of the oil trucks, and new establishment for oil pipeline construction then use Shabwah pipeline, so you need to take advantage of that and coordinate with the authorities in Shabwah to ensure their full support.

In particular, the feasibility stage of oil and gas projects, when the evaluation session is anticipated, to plan an alternate classification meeting, as the final section of the evaluation session is highly suggested and helpful to facilitate the correct selection of the solution to be developed during the following design stages, due to an objective and complete analysis. Crude oil shipments from Yemen have resumed on a small scale after being interrupted since early last years due to the ongoing civil war. “With the resumption of production and exports from the Yemeni oil field, the national economy has returned back to be more stable with too many serios need for such projects .( Salisbury,2011)

Table.6.1. Final decision Result Comparison-according to six criteria

Criteria Priority Rank Pipeline to port (Bir Ali) via block -Four Option (3) 50.1% First Pipeline Port of Al Shahr (Petromasila) Option (2) 27.8% Second Pipeline to Rass Isa Port via safer Company (1) 14.9% Third

Pipeline to Aden Port Option (4) 7.2% Fourth

Consistency Ratio CR = 3.2%

Recommendation to any future researchers to use other modules for more investigation about the criteria and selections of construction the best pipeline via using other modules of multi-decision criteria technique such as Topsis, Fuzzy AHP, ANP, VIKOR, PROMETHEA, DEMATEL and ELECTRE techniques of multi -decision selection criteria to make wide accuracy and diversity to get such more accurate results. And highly recommended to increase the criteria according to the challenge of the country (environmental, sustainable flow, external efforts, etc).
