Konferansa katılanlar, Balkan ülkeleri arasında çeşitli alanlarda yakın bir işbirliğinin koşullarını yaratmak için yüksek düzeyde ziyaret ve temasların önemine işaret etmişlerdir. Aynı şekilde, Turizm ilişkilerinin geliştiği ve yoğunlaştığı üzerinde anlaşmışlardır.
GÜNDEMİN 1. MADDESİ :
Delegasyonlar 14. Konferansın tavsiyelerinin uygulanması konusunda görüş alış - verişinde bulunmuşlardır. Delegasyonlar, işbirliği ruhunun daima canlı olduğu-nu ve bu ruhun, bir önceki Konferans protokolunda yer alan önlemlerin sürekli ola
rak uygulanması sonucu kalıcı kılındığım belirtmişlerdir.
1. Konferans, Şubat 1982 tarihinde Bükreş'de yapılan uzmanlar toplantısında yapılan Protokolün tavsiyelerini incelemiş ve 1983 yılında Balkan Turizm Yılı'nın dü
zenlenmesi ve Balkan ülkeleri arasında turizm işbirliğinin geliştirilmesi amacına yö
nelik olarak aşağıdaki kararları onamıştır.
— Balkan Ülkeleri, Uluslararası turizm fuarlarına katılırken, Ulusal stand-larında 1983 Balkan Turizm Yılı amblemini sergileyeceklerdir.
— Balkan Turizm Yılı amblemi tarih değişikliği ile kullanılmak üzere 1983 yılı için saklanacaktır. Aynı amblem, her ülkenin 1982 - 1983 arasında bastırdığı
bazı dosyaların kapağına konulacaktır.
— Taraflar, 1983 Balkan Turizm Yılını, 1983 yılı içinde kendi ülkelerinde dü-zenlenen uluslararası fuarlar çerçevesinde de değerlendirmenin yararı üzerine görüş birliğine varmışlardır.
Bu tür turizm sergilerinin düzenlenmesi, serginin yer aldığı ülkeye aittir : diğer ülkeler düzenleyici ülkeye gerekli materyali göndereceklerdir.
— 1983 Balkan Turizm Yılı promosyonu için Ocak 1983 tarihinin ikinci yarı
sında yurtdışında ortak basın konferansı düzenlenecektir.
— Yurtdışı ulusal turizm temsilcilikleri vasıtasıyla 5 ülkenin turizm potansi
yelini yansıtan basın bültenleri dağıtılacaktır. Gerekli bilgi taraflarca 1982 E k i m ayı sonuna kadar sağlanacaktır.
— Aynı amaçla, yurtdışı turizm bürolarınca ortak slayt gösterileri düzenlene-cektir.
— Taraflar, Balkan Turizm Yılında uluslararası basında makalelerin yayınlan
ması konusunda gerekli önlemleri almayı kararlaştırmıştır.
Yukarıda belirtilen önlemlerin tüm detayları, Şubat 1982 tarihinde Bükreş'de yapılan uzmanlar Toplantısı Protokolünün kararlarında düzenlenmiştir.
2 — Bulgaristan Delegasyonunun, Balkan Ülkeleri Resmi Turizm Örgütleri 16. Konferansı sırasında düzenlenecek olan Balkan Turizm Günlerine katılma konu
sundaki nazik çağrısı diğer taraflarca onaylanmıştır. Detaylar sonradan yazışma yolu ile saptanacaktır.
3 — 1983 Balkan Turizm Yilını tanıtmak amacıyla, taraflar 1983 Mart'ının ilk haftasında basın konferanslarının düzenlenmesini TV ve radyoda programlar ger
çekleştirilmesini, diğer tanıtma faaliyetlerini özendirme önde gelen basın organlarında makaleler yayınlanmasını sağlama konusunda karar aldılar.
4 — Yugoslav tarafının önerisi üzerine, diğer taraflar, 1984 Sarajevo Kış Olim
piyat Oyunlarının Balkan Ülkelerinde turizmin geliştirilmesi amacına yönelik olarak değerlendirilmesini karar bağladılar. B u amaçla, taraflar yurtdışı büroları aracılığı

Sayfa : 30 RESMİ G A Z E T E 20 Mayıs 1983 — Sayı : 18052 Olimpiyat oyunlarını da içeren turistik bilgi ve materyalin dağıtımını kolaylaştıracak-lardır. Kendi ülkeleri kamuoyuna bu organizasyona katılma olanakları konusunda bilgi vereceklerdir.
5 — 9-12 Mart 1982 tarihleri arasında İstanbul'da düzenlenen, Turist Taşı-macılığı Uzmanlar Grubu toplantısına katılan ülkelerin delegasyonları Grubun sapta
dığı sonuçlan ve önerileri teyit etmişler ve bunları kendi yetkili makamlarına iletmeyi kararlaştırmışlardır.
6 — Delegasyonlar, ülkelerin seyahat acentelerini, kombine Balkan turu pro
jesinin gerçekleştirilmesi konusunda bilgi sahibi yapmak için anlaşmışlardır. Seyahat acenteleri 3. ülkelerde bu turun tanıtılması konusunda özendirilecektir.
GÜNDEMİN 2. MADDESİ :
Delegasyonlar kendi ülkelerinde turizm gelişmeleri konusunda bilgi alışverişin
de bulunmuşlardır. B u gelişmenin, uluslararası turist trafiğini karakterize eden genel eğilimleri izlediğini belirtmişlerdir. Turizmin, Balkan ülkelerinin sosyo - ekonomik ya
şamında tutarlı bir sektör olduğunu kararlaştırmışlardır. Delegasyonlar, Özellikle, turizmin sosyal ve kültürel yönleri ile ilgili olmak üzere, Manila Deklarasyonunun, ilkelerine olan inançlarını belirtmişlerdir. Delegasyonlar, uluslararası turizm örgütleri çerçevesinde işbirliğinin sonuçlarının tatminkâr olduğunu ifade etmişler ve gelecekte bunları daha da yoğunlaştırmayı kararlaştırmışlardır.
GÜNDEMİN 4. MADDESİ :
Delegasyonlar, Bulgar delegasyonunun, Balkan Ülkeleri Resmi Turizm Örgüt
leri 16. Konferansının 1983 E k i m ayının ikinci yarısında Sofya'da yapılması konusun
daki nazik çağrısını kabul etmişlerdir. Konferansın kesin tarihi daha sonra saptana
caktır.
Konferans, dostça bir atmosfer içinde ve tamamen karşılıklı anlayış ortamı için
de cereyan etmiştir.
Bulgaristan Halk Cumhuriyeti, Romanya Sosyalist Cumhuriyeti, Türkiye Cum
huriyeti ve Yugoslavya Sosyalist Federal Cumhuriyeti delegasyonları Yunanistan Ulu
sal Turizm Örgütü Başkanı Constantin Kyriazis'e ve Yunan Delegasyonuna, konferan
sın mükemmel organizasyonundan ve kendilerine karşı gösterilen dost konuk sever-likten dolayı teşekkürlerini sunmuşlardır.

Of the XV th Conference Of The Official Tourist Organizations Of The Balkan Countries
A t the invitation of the Hellenic party and i n accordance with Article 2 of the Agreement for Mutual Cooperation in tourism among the Balkan Countries, concluded between the Governments of the People's Republic of Bulgaria, the Hellenic Republic, the Socialist Republic of Romania, the Republic of Turkey and the Socialist Federal Republic of Yugoslavia, the X V t h Conference of the Official Tourist Organizations of"~the Balkan Countries was held In Athens between September 29 and October 1, 1982.
The Conference was attended by the Delegations of the Official Tourist Orga
nizations of the above - mentioned countries. The list of the members of the Delega
tions is attached herewith.
The Conference was addessed by His Excellency Mr. Agamemnon Koutsogior-gas, Minister to the Prime Minister, who conveyed the greetings of the Prime

The Greek Minister expressed his conviction that tourism makes pecple know each other better, brings them more closely together and contributes to a lasting peace.
The sessions of the conference of the offi cal tourist organizations of the baUcan countries were presided over by mr. Constantine Kyrlazis, President of the National Tourist Organization of greece.
The Conference adopted the following:

2. Information on the development of tourism in the participating Countries.
3. Miscellaneous.
4. Place and date of the XVZth Conference of the Official Tourist Organizati
ons of the Balkan Countries.
The participants in the Conference pointed out the Importance of the visits and contacts at the highest level in creating the conditions for a close cooperation among the Balkan Countries in various fields; they also agreed that on this basis, their tourist relations have developed and intensified.
Item 1 of the Agenda :
The Delegations exchanged information on the Implementation of the recom
mendations of the XTVth Conference. The Delegations noted that the spirit of coope
ration is always alive and has been maintained by the continuous implementation of measures laid down in the protocol of the previous Conference.
1. The Conference examined the recommendations of the protocol drafted at the Meeting of Experts held in Bucharest in February 1982 and approved the follo
wing in view of the organization of the Balkan Tourist Year i n 1983 and the furthering of tourist cooperation among Balkan Countries.
— The Balkan Countries, when participating i n International tourist fairs, will exibit in their national stands the emblem of the Balkan Tourist Year 1983.
— The emblem of the 1979 Balkan Tourist Year will be maintained for 1983 With a change of the date. The same emblem will be put on the cover of some folders printed by each country In 1982-1983. The Parties consented on the usefulness of marking the Balkan Tourist Year 1983 on the occasion of the international fairs organized in 1983 in their respective countries. The organization of such tourist exhi
bitions belongs to the country on whose territory such an exhibition takes place; the other countries will send to the organizer the necessary material.
— Joint press conferences will be held abroad for the promotion of the Balkan Tourist Year 1983 in the second half of January of 1983.
— Joint press releases will be distributed through National Tourist Offices abroad presenting the tourist potential of the five countries. The necessary material will be supplied by each party by the end of October 1982.
— Joint slide projections will also be organized by Tourist Offices abroad for the same purpose,
— The Parties agreed to take the necessary steps for the publication of artic
les on the Balkan Tourist Year i n the International specialized press.
A l l related details of the above - mentioned measures are regulated by the pertinent provisions of the Protocol of the Experts' Meeting of Bucharest i n February 1982,

Sayfa : 33 Tourist Organizations of the Balkan Countries was accepted by the other Parties.The details will be determined by correspondence in due time.
3. In order to introduce the Balkan Tourist Year in 1983,, the Parties agreed to encourage the organization of Press Conferences, Programmes on Radio and T V and other promotional events and the publication of articles in the specialised Presa during the first week of March 1983.
4. A t the suggestion of the Yugoslav Party, the other Parties agread to use the opportunity of the 1984 Winter Olympic Games in Sarajevo of Yugoslavia for the promotion of tourism i n the Balkan countries. To this end, the Parties will facilitate the distribution, through including the Olympic Games to be held In Yugoslavia and will inform the public of their countries on travel opportunities to this event.
5. The delegations of the Countries that participated in the meeting of the Group of Experts in the field of Tourist Transportation which convened i n Istanbul between March 9 - 12, 1982, confirmed the conclusions and proposals Of this Group and decided to refer them to their competent authorities.
6. The Delegations agreed to incite the travel agencies of their countries to finalize the project of the combined Balkan tour and encourage them to promote it on third markets.
Item 2 of the Agenda :
The Delegations exchanged information on the development of tourism in their respective countries. They noted that the trend of this development follows some general tendencies characterizing international tourist traffic. They agreed that tourism proves to be a relatively stable sector in the socio-economic life of the Balkan Countries. The Delegations underlined their interest in the principles of the Manila Declaration and aspecially In relation to the social and cultural aspects of tourism. The Delegations expressed their satisfaction on the results of cooperation within the framework of international Tourist Organizations and Intend to further intensify such afforts in the future.
Item 4 of the Agenda
The Delegations accepted the kind invitation of the Bulgarian Delegation for holding the XVIth Conference of the Official Tourist Organizations of the Balkan Countries in Sofia in the Second half of October 1983. The exact date of the Con
ference will be decided upon later on.
The Conference was held in a friendly atmosphere and in the spirit of complete understanding.
The Delegations of the People's Republic of Bulgaria, The Socialist Republic of Romania, the Republic of Turkey and the Socialist Federal Republic of Yugoslavia expressed their warm thanks to Mr. Constantlne Kyriazls, the President of the Na
tional Tourist Organization of Greece and to the Hellenic Delegation for the excellent, organization of the Concerence and the friendly hospitality extended to them.
