2547 sayılı Yök Kanununun 2880 sayılı kanunla değişik 7/d-2 maddesi uyarınca kurulmuştur. Temel Eğitim Anabilim Dalı ve Sanat Kuramı ve Eleştiri Anabilim Dalı bünyesinde Güzel Sanatlar Fakültesi’nin tüm bölümlerinin Sanat Tarihi Derslerini ve diğer kuramsal derslerini vermekle yetkili olan bölüm, aynı zamanda, Sanat Kuramı ve Eleştiri Anabilim Dalı olarak, Yüksek Lisans ve Doktora Eğitimi de vermektedir.
Sanat Tarihi, Uygarlık Tarihi, Mitoloji, İkonografi, Çağdaş Sanat Tarihi, Sanat Felsefesi, Sanat Kavramları, Sanat Kuramları, gibi Sanat Bilimi derslerini vererek, uygulama dışında, yaratma süreçleri için gerekli olan Sanat Bilimi’ne ilişkin birikimi oluşturarak, düşünme boyutunu kazandırmayı amaçlamaktadır. Bu nedenle Temel Eğitim Bölümü, Temel Eğitim Anabilim Dalı, Güzel Sanatlar Fakültesi’nde, tüm bölümlere, Fakülte dersi olarak, birinci sınıfların temel derslerinin yanında, tüm sınıfların Sanat bilimi ve kültürüne ilişkin dersleri verir ve bunların koordinasyonunu sağlamakla yetkilidir.
Temel Eğitim Bölümü-Sanat Kuramı ve Eleştiri Anabilim Dalı`nda ise, interdisipliner bir Tezli Yüksek Lisans eğitimi ve Doktora eğitimi verilmektedir. Sanat Tarihi, Arkeoloji, Sanat Tarihi ve Müzecilik, Resim, Heykel, Geleneksel Türk El Sanatları, Grafik, gibi lisans programlarından mezun olanların başvurabildiği bu programda yüksek lisansını tamamlayanlara Uzman Sanat Kuramcısı ve Eleştirmeni ünvanıyla diploma verilir. Sanat Kuramı ve Eleştiri adlı Doktora Programı da İnterdisipliner bir program olarak, sözü edilen dallardan mezun adaylara Doktora imkânı sağlamaktadır.
Temel Eğitim Bölümü`nün Temel Eğitim Anabilim Dalı ve Sanat Kuramı ve Eleştiri Anabilim dallarındaki TSE kodlu lisans, Yüksek Lisans ve Doktora dersleri, Sanat Bilimi’ni ve sanatın kuramsal yönünü içerdiği için Sanat Tarihi ağırlıklı olup, öğretim üyeleri de buna paralel olarak çoğunlukla Sanat Tarihçilerden oluşur.
Temel Eğitim Bölümü, lisans derslerini 1 Profesör, 1 Doçent, 1 Dr. Öğr.
Üyesi olmak üzere 3 öğretim üyesiyle yürütmektedir. Lisansüstü derslerini (Yüksek Lisans-Doktora) ise, üniversitemizin diğer bölümlerindeki öğretim üyelerinden de destek alarak 2 Profesör, 2 Dr. Öğr. Üyesi olmak üzere 2 Araştırma Görevlisi ile yürütmektedir.

This Department was established according to the Section 7/d-2 of Article 2880 of the Higher Education Council Code’s law number 2547. The Department is entitled to provide the instruction of all theoretical courses of the Departments under the Faculty of Fine Arts as well as the instruction of Art History classes. The Department executes this responsibility under the institutional framework of Basic Education and Art Theory and Criticism disciplines of the Department of Basic Education. Master of Arts and Proficiency in Arts degrees are also available at the Department.
The Department aims to help its students gain the thinking dimension by accumulating knowledge in the Science of Art necessary for the creativity process as well as providing them the practical dimensions of art with the help courses such as Art History, History of Civilizations, Iconography, Modern Art History, Art Philosophy, Concepts of Art and Art Theories.
For this reason, the Department of Basic Education’s Basic Education Program offers freshman courses to all departments of the Faculty of Fine Arts as faculty courses as well as the courses related to Art Theory and Culture, and coordinates the execution of these classes.
The Art Theory and Criticism Program, on the other hand, offers interdisciplinary Masters of Arts and Proficiency in Arts tracks.
The graduates of departments such as Art History, Archeology, Art History and Museum Studies, Painting, Sculpting, Turkish Traditional Handicrafts and Graphic Design can apply to the graduate program in Art Theory and Criticism, and students who complete the program obtain the title of Master of Art Theory and Criticism. The Proficiency in Art Theory and Criticism Program is also an interdisciplinary program which offers the graduates of above-mentioned departments the opportunity of completing doctoral studies.
The undergraduate, graduate and doctoral courses of the Department of Basic Education, Basic Education and Art Theory and Criticism programs are coded TSE. Because these courses focus on the scientific and theoretical aspects of art and are mostly related to the subjects of Art History, the professors of these classes are mainly composed of Art History professors.
The undergraduate classes of the Department of Basic Education are conducted by three Professors; i.e. one Associate Professors, and two Dr. Teaching Member. The graduate classes are instructed by eight faculty members, among which there are also Professors from other departments. Eight faculty Members are composed of Two Professor, Two Dr. Teaching Member and Two Research Assistant.

2017 yılında Erzurum’da organize edilen Avrupa Gençlik Olimpik Festivali kapsamında Atatürk Üniversitesi Güzel Sanatlar Fakültesi Dekanlığı önderliğinde gerçekleştirilmiş olan EYOF Kar ve Buz Sokağı uygulaması, bu malzemeyi üniversite bünyesinde üretme fikrini cesaretlendiren bir etkinlik olmuş, Atabuz Müzesi’nin doğuş serüveni için önemli bir kırılma noktası yaratmıştır. Kurumun 1993 yılından beri farklı formasyonlarda hayata geçirdiği kar ve buz heykel etkinlikleri, bu ütopik fikri zihinlerde sürekli canlı tutmuş, kurumsal bir çatı altında bu etkinlikler için organize olma isteği doğurmuş ve 18 ay süren inşa süreci sonunda 2019 yılında tamamlanmıştır.

Dr. Ömer Çomaklı’nın önderliğinde, Kalkınma Bakanlığı ve KUDAKA’nın destekleriyle yürütülen, Fairbanks, Moskova, Bristol, New York, Jeju Adası ve Harbin gibi birçok dünya kentinde bulunan buz müzelerinin Türkiye’deki ilk ve tek temsilcisi olan ve bu anlamda öncü bir kimlik edinen Atabuz Müzesi Projesi, çağdaş sanatın öngördüğü malzeme çeşitliliğine farklı bir önermeyle katılım sağlarken, sanatın ifade olanaklarını genişleten, yeni ve benzersiz efektlerin çağrışımlarını izleyiciyle buluşturabilen, uluslararası sanat platformunun normlarını yakalayan yenilikçi üretimlerin adresi olmayı kendine vizyon edinmiştir. Daha resmi açılışı dahi yapılmamışken buz blok üretimine başlayan ve yılın ilk çeyreğinde DAKAF’20, Palandöken Festivali gibi önemli birçok farklı organizasyonda rol almış; şehrimiz, bölgemiz ve ülkemiz ölçeğinde gerekliliğini ispatlamıştır.
Kentin ulusal ve uluslararası platformda tanınırlığına katkıda bulunarak turizmin canlanmasında aktif bir aktör olmayı amaçlayan, sosyo kültürel ve sanatsal etkinliklerin Erzurum’da başat mekânı olmayı hedefleyen Atabuz Müzesi, aynı zamanda sanat eğitimine de alternatif bir yöntemi ilave etmiş, yeni bir atölye ortamını öğrencilere sunmuştur. Önemli toplumsal olayları sanatın farklı yorumlama biçimleriyle harmanlayarak buza yansıtmayı ilke edinen Atabuz Müzesi’nin açılışı, Türk milleti için bir dönüm noktası niteliği taşıyan 15 Temmuz Demokrasi ve Milli Birlik Günü’nün 4.yıldönümünde yapılmış, günün anlam ve önemini anlatan 19 adet buz heykelden oluşan MAAN-ICE sergisine ev sahipliği yapmıştır. Güzel Sanatlar Fakültesi Dekanı Prof.Dr. Mustafa Bulat önderliğinde, 20 kişilik bir ekiple yaklaşık 2 aylık bir çalışmanın ürünü olan sergi, 15 Temmuz ruhunu mekânın miladıyla buluşturmuş, izleyiciyle yapıtları “bir araya” getirerek çok yönlü okumalara olanak tanımıştır.
Ülkenin bölünmez bütünlüğüne tehdit oluşturan her türlü terör eylemi ve oluşumlarına karşı birlikte mücadele etme refleksine sahip bir millet olabilmenin yanı sıra, bu tip hain girişimlerin önüne sosyo kültürel ve sanatsal bir duruşla da duvar örülebileceğini anlatmak isteyen bu sergiyle izleyiciye kapılarını açan Atabuz Müzesi, gelecek dönemlerde yeni ve önemli organizasyonların Erzurum’daki en efektif adresi olmayı hedeflemekte, bu bağlamda gelecek nesillere ışık tutmayı amaçlamaktadır.
