評鑑是提升醫學教育品質的重要手段,但是評鑑在人力與物力的投資上,都相當可觀,評鑑施行方向正確,才能帶領醫學教育單位邁向卓越。我國由教育部和衛生署分別進行醫學院與教 學醫院評鑑,深受各界重視。近年來,醫學教育的發展趨向於以學習成果為教育的導向(outcome-based education),使用許多種不同的指標與評量工具來評量教育成果。國外有許多評鑑單 位對醫學院及教學醫院施行嚴謹的教育評鑑,例如: 美國的 Liaison Committee on Medical Education (LCME),Accreditation Council for Graduate Medical Education (ACGME),及加拿大 RCPSC accreditation process (The Royal College of Physicians and Surgeons of Canada),這些累積的國外經驗,值得作為國內醫學教育評鑑的改進參考。本國際研討會以演講、工作坊、座談會及專家 諮詢之方式,進行國內醫學評鑑制度與施行方法之體檢,目的為使學員將能夠了解成功施行評鑑的因素,及施行步驟; 設定評鑑的客觀基準,以達成評鑑目的; 評析國際醫學教育評鑑之理 念與現況,而能辨識國內施行評鑑制度的缺失,分析原因,並提出解決方法; 並提供評鑑委員訓練之參考。最終藉評鑑使醫學教育邁向卓越。

Accreditation is a process of quality assurance in medical education, and which is considered cost and manpower-intensive. The quality of an accreditation will greatly affect the success of medical education. In Taiwan, the accreditation for medical school and teaching hospital is conducted by TMAC (Taiwan Medical Accreditation Council) and Taiwan Joint Commission on Hospital Accreditation, respectively. Their works attracted great attention. Recently, the move to outcome-based education becomes a trend in medical education. New concepts in program evaluation and numerous assessment instruments have been introduced. Many accreditation institutions in North America, e.g., Liaison Committee on Medical Education (LCME), Accreditation Council for Graduate Medical Education (ACGME), and RCPSC (The Royal College of Physicians and Surgeons of Canada), have implemented quality accreditation for many years. With the accumulated experience, the external accreditation experts can benefit the works in Taiwan. The international congress on medical educational accreditation will stimulate the reflection on the Taiwanese accreditation process, identify the weakness, and formulate strategies to conveying the barriers. The final goal is to enhance the excellence in medical education.
