NEOLİBERAL EKONOMİK POLİTİKALARIN ÜRETİM İLİŞKİLERİNE ETKİSİ: BOĞATEPE KÖYÜ ÖRNEĞİ

1980'lerden sonra küresel boyutta ortaya çıkan neoliberal ekonomik politikaların temelini devlet müdahalesinden arınmış piyasa ekonomisi oluşturur. Piyasanın kendi kurallarının geçerli olduğu bu politikalar Türkiye'de özellikle 1980'lerden sonra etkisini göstermeye başlamıştır. Türkiye'nin, Dünya Ticaret Örgütü, Avrupa Birliği, Uluslararası Para Fonu gibi uluslararası kuruluşlarla yaptığı anlaşmalar, uygulanacak ortak ekonomik politikalarının temel belirleyicisi olmuştur. Bu amaçla tüm sektörlerde olduğu gibi tarım politikalarında da üretim ilişkilerinin piyasa ilkelerine uygun olarak düzenlenmesi, Türkiye'nin uluslararası pazara entegrasyon sürecini kaçınılmaz hale getirmiştir.
Kars merkeze bağlı Boğatepe Köyü yüz yılı aşkın peynircilik faaliyetleriyle bölgede önemli bir üretim kapasitesine sahiptir. Türkiye'de ekonomide yaşanan neoliberal politikaların etkisiyle gıda güvenliği standartlarını yükseltecek yeni düzenlemelerin hayata geçirilmesi peynir üretiminin gerçekleştirilebileceği donanımlı tesislerin kurulmasını zorunlu hale getirmiştir. Sınırlı sermaye gücüne sahip köylünün istenilen koşullarda üretim tesisini kurması mümkün olmadığından geleneksel yöntemlerle kendi hanesinde gerçekleştirdiği üretim faaliyetlerini terk etme zorunluluğu ortaya çıkmış, mevcut mandıralarda da ciddi yapısal dönüşümler gerekli hale gelmiştir. Böylelikle peynir üretimi sadece yeterli fiziki alt yapıya ve donanıma sahip mandıraların gerçekleştirebileceği bir alana dönüşmüştür. Neoliberal politikaların kırsal alana da nüfuz etmesi köylüyü pazara yönelik gerçekleştirdiği üretim faaliyetlerinden uzaklaştırmış, hakim üretim mekanizmasına meta tedarik eden bir konuma yerleştirmiştir. Boğatepe Köyü'nün üretim ilişkilerinde ortaya çıkan farklılaşmalara odaklanan bu çalışma, görüşme ve gözlem tekniklerinin yanı sıra bazı istatistikî verilerden de faydalanarak bu farklılaşmaları etkileyen süreçleri tarihsel arka planıyla birlikte ortaya koymayı amaçlamaktadır.

THE EFFECT OF NEOLIBERAL ECONOMIC POLICIES ON THE RELATIONS OF PRODUCTION: THE EXAMPLE OF BOGATEPE VILLAGE

The foundation of neoliberal economic policies globally emerged after the 1980s have been formed by market economy, which is free from state intervention. The policies of which the market’s own regulations are valid have begun to take its effect in Turkey particularly after the 1980s. Agreements, which Turkey signed with international organizations such as World Trade Organization, European Union, and International Monetary Fund, have become the fundamental determinants of the common economic policies to be implemented. To this end, as in all the sectors, the regulations of production relations in accordance with the market principles in agriculture policies too have made the process of integration of Turkey into the international market inevitable.
Boğatepe Village, which is officially registered to the central Kars, has a considerable production capacity in cheese making in the region for over one hundred years. In Turkey with the effects of neoliberal policies experienced in economy, putting new regulations into practice that will raise the standards of food safety have made it obligatory to set up equipped facilities in which cheese production can be possible. Since it is impossible for the villagers, who have limited capital power, to set up the production facility in the desired standards, they are forced to leave the production activities that they have realized by conventional methods in their households and it has also made serious constructional transformations necessary for existing dairies. Thus, cheese making has become a field that only the dairies, which have adequate hard infrastructure and equipment, can realize. Penetration of neoliberal policies into the rural areas too has led villagers to distract from the production activities intended for market and it has placed them into the position of providing commodity to the dominant production mechanism. By making use of various statistical data as well as benefitting from interview and observation techniques, this study, which focuses on the differentiations in the relations of production in Boğatepe Village, aims to reveal processes that have affected these differentiations along with historical background.
