De¤erli Okurlar›m›z,

Sadece bireysel entelektüel çabalar›m›z için de¤il, kurumsal strate-jilerin belirlenmesi gibi yüksekö¤retimimizi do¤rudan etkileyen du-rumlar için de daha fazla bilimsel ve süreli yay›na ihtiyac›m›z oldu¤u gerçe¤inden hareketle, yüksekö¤retim ile ilgili bilimsel çal›flmalar› top-luca içeren bir süreli yay›n arflivi oluflturmak için on y›l önce yola ç›kt›k. Yüksekö¤retim Dergisi bugüne kadar, çeflitli alt alanlardan 145 araflt›r-ma, 36 derleme, 24 görüfl ve 22 kitap de¤erlendirme yaz›s›n›n yan› s›ra anma ve geçmifle bak›fl yaz›lar›, k›lavuz, k›sa rapor gibi farkl› kategori-lerdeki 7 makaleye ek olarak 11 editöryal yaz›dan oluflan bir arflive sahip oldu. 2021 y›l› ile birlikte, dergimizin misyonu do¤rultusunda bilimsel bir arflive ve hedeflemifl oldu¤u uluslararas› alanda sayg›n bir yere sahip olman›n gururunu yafl›yoruz. Bunda zaman içinde okur, yazar, hakem, dan›flma kurulu ya da editör kurulu üyesi olarak bilimsel katk› sa¤layan de¤erli akademisyenlerin ve sekreterya hizmetlerinden matbaa çal›flan-lar›na kadar dergimizin süreklili¤inde emek vermifl herkesin pay› büyük. Yay›n Kurulu olarak tüm paydafllar›m›za teflekkür ediyoruz.

Bir önceki Editörden yaz›m›zda belirtti¤imiz gibi, makale baflvuru-su art›fl›ndan dolay› ön inceleme aflamas›nda dergi kapsam› aç›s›ndan ka-bul edebilece¤imiz yaz›lar› olabildi¤ince yüksekö¤retim alan›na ait ulu-sal ve uluslararas› ölçekteki genel konularla s›n›rland›rma karar›n› alm›fl olmam›za karfl›n 2020 y›l› sonunda dergimize gönderilen ve dergi kap-sam›nda olup hakem de¤erlendirmesine al›nan aday makale say›s› öngö-rülenin oldukça üzerinde oldu. Bu durum makalelerin de¤erlendirme ve yay›na haz›rl›k süreçlerinde gecikmelere yol açt›. Bu da makale kabulü-nü 2021 y›l› içinde de geçici süreyle durdurmam›z› zorunlu k›ld›. De¤er-li yazarlar›m›za ilgileri ve anlay›fllar› için teflekkür ediyoruz. Yay›na bul edilmifl ya da hakem de¤erlendirmesi devam edenlerden yay›na ka-bul edilecek makalelerin tamam›n› bu y›l içinde yay›mlamay› planlad›k. Dergimizin on y›ll›k yay›n süreci kurumsallaflma ad›na önemli bir aflama oldu. Yeni bir dekada bafllarken, dergimizin bir sonraki sa-y› ile birlikte Türkiye Bilimler Akademisi (TÜBA) yürütücülü¤ünde yay›n hayat›na devam edece¤ini müjdelemek istiyoruz. Türkiye’nin ulusal bilimler akademisi olarak TÜBA’n›n dergimizin kurumsallafl-mas›na güçlü bir ivme kazand›raca¤› ve dergiyi alan›nda daha ileri hedeflere tafl›yaca¤›na eminiz. Bu ba¤lamda dergi kapsam›n›n özel-likle yüksekö¤retim strateji ve politikalar›na yönelik makalelerle s›-n›rl› tutulmas›, dergi içeri¤inin uluslararas› alanda kullan›labilirli¤i ve at›f alabilirli¤inin art›r›lmas› ve derginin daha fazla uluslararas› sayg›n dizinde yer almas›n› bundan sonras› için temel hedefler olarak belirledik.

Son olarak; dergimizin 2022 y›l› say›lar› yeni makale kabulünün 1 Temmuz 2021 tarihinde bafllayaca¤›n›, bununla ilgili kabul ve yaz› koflullar›n›n da bu tarih itibariyle ilan edilece¤ini duyurmak isteriz.

Dear Readers,

In view of the need for more scientific periodical publications not only to fos-ter individual intellectual growth but also to address issues like defos-termining institutional strategies that directly impact higher education, we began, a decade ago, to create a periodical publication archive that would bring all types of scientific research on higher education together. The Journal of Higher Education (Turkey) has so far created an archive of 11 editorial articles in addition to 145 research articles, 36 reviews, 24 opinions pub-lished under viewpoint section and 22 book reviews in various sub-fields, as well as 7 articles in other categories such as obituaries, views on history, guidelines, and short reports. As we reach a milestone in 2021, we are proud to have a scientific archive in line with the journal’s mission and to have an internationally-reputable position. From esteemed academics who have contributed scientifically as readers, writers, referees, advisory board or editorial board members, to secretarial services and printing staff, everyone working hard to keep our journal going played a major role in this success. As the Editorial Board, we thank all our stakeholders and contributors.

As we mentioned in the previous Editorial due to the increase in arti-cle submissions, we had decided to limit the number of artiarti-cles that we could accept in the pre-review stage to only those focusing on the general issues of higher education at the national and international scale; however, the num-ber of manuscripts that were found within the scope of our journal and sent for review was well above our expectation at the end of 2020. Unfortunately, this caused delays in the peer review and publication prepa-ration processes, which obliged us to temporarily stop accepting manuscripts in 2021. We thank our esteemed authors for their interest and understand-ing. By the end of this year, we plan to publish all of the articles that have been accepted for publication or are still under peer review and will be accepted for publication.

A decade-long publishing experience marks an important step in the insti-tutionalization of our journal. As we begin a new decade, we are delighted to announce that our journal will be published under the authority of the Turkish Academy of Sciences (TÜBA) from the next issue on. We are confident that TÜBA, as the national academy of sciences of Turkey, will provide a strong impetus to the further institutionalization of our journal and help the journal achieve further goals and milestones in its field. As such, we have determined, as our primary goals for the future, that the scope of the journal is to be lim-ited to articles on higher education strategies and policies and that the journal will work towards being indexed by a higher number of internationally-rep-utable indexes. To this end, we have adopted the principle of increasing the number of organizations we support and collaborate with.

Finally, we would like to announce that the manuscript submissions for the 2022 issues of our journal will start on July 1, 2021, and new article acceptance and publication conditions will be announced on this date.
