Status Quo
The State- Congress has denounced ■ these sham reforms in the following words :—
" The so-called Reforms scheme is sought to ' be imposed on the people of Hyderabad. I t embodies neither an element o f Responsible Government nor any Civil Liberty. I t is based on fu n c tional representation o f vested interests, *
and the invidious and undemocratic principle .o f communal parity which converts a minority o f 1 2 % into an effective majority.
" And, strangely enough, it neither .
cares to make necessary provision fo r the ’
proportional reservation in the elected \ seats fo r the Harijans, form ing 1 8 % o f

|the population, nor does it allow scope fo r other minorities— even to contest the elections. The Kisans and Mazdoors,
who form the bulk o f the population, have no effective voice in it.
The Legislature is heavily loaded with a nominated element o f 56 members in a House o f 132, feudal and allied in terests occupy a dominating position and form a solid block f o r maintaining the
status quo. The franchise is miserably narrow, which is estimated to be a little over 1 per cent, and the legislative powers are merely recommendatory and
woefully hedged."
