2.1.1. Omuz eklemi anatomisi
Este estudo apresentou os fatores que influenciam o atual estágio de desenvolvimento da indústria de defesa nacional, respondendo assim, ao problema da investigação científica. Foram também identificadas as organizações que compõem a base produtiva, analisadas as dimensões funcionais e o fluxo de recursos críticos, avaliadas a interdependência entre as organizações e efetuadas comparações com características específicas do setor nos EUA.
Os resultados da pesquisa preocupam, diante dos desafios inerentes aos anseios e objetivos estratégicos nacionais. Enfatiza-se que o Brasil detém alguns recursos essenciais para a atividade humana, como água e combustíveis fósseis, por exemplo. Nesse contexto, não se pode omitir o papel coadjuvante do segmento industrial analisado ao cumprimento da missão constitucional das Forças Armadas.
Este estudo analisa e desmistifica afirmações polêmicas sobre o tema que, frequentemente, não trazem o correspondente rigor acadêmico. Nesse sentido, a sua contribuição é indiscutível, pois sua análise está fundamentada em fontes diversificadas e fidedignas. Para tanto, ele também evidencia aspectos da indústria de defesa inerentes ao sigilo que permeia as atividades desse segmento produtivo, assim como a escassez de dados públicos a respeito.
Por fim, é pertinente afirmar que este estudo contribui para uma melhor compreensão da indústria de defesa, de sua dinâmica, dos recursos mais importantes e de seus principais atores sociais. A análise de redes e a teoria da dependência proporcionam conclusões que transcendem uma área de conhecimento específica ou disciplina, abrangência igualmente
peculiar ao setor. Assim, entende-se que foram colocadas novas oportunidades para futuras investigações.
A alteração do status quo da indústria de defesa requer a adoção de diversas medidas, muitas delas recaindo sobre a Administração, seu principal cliente e coordenador. É evidente a positiva mudança na atuação governamental, assim como na percepção da importância estratégica do setor. Entretanto, mesmo que muito tenha sido concretizado recentemente, ainda existem problemas a serem superados. Contudo, a questão mais importante está na perfeita compreensão do desafio que isso representa e da complexidade das alternativas disponíveis.
