The operation, which has been prepared within the scope of financial programming for 2008 and which has an approximate budget of 27 million Euros has commenced at the end of 2010. Within the scope of the operation, which is planned to last for 24 months, besides the application of 128 donation projects, it is envisaged to provide vocational training courses for 6.000 young people, apprenticeship and on the job trainings and employment guaranteed courses for 15.000 young people, entrepreneurship trainings for 1.500 young people and professional guiding and consultancy services for 9.000 young people.

2008 yılı mali programlaması kapsamında hazırlanan ve yaklaşık 27 milyon Avro'luk bütçeye sahip olan operasyon 2010 yılı sonlarında başlamıştır. 24 ay sürmesi planlanan operasyon kapsamında 128 hibe projesinin uygulanmasının yanı sıra en az 6.000 gence mesleki eğitim kursu, 15.000 gence çıraklık ve işbaşı eğitimi ile istihdam garantili kurs, 1.500 gence girişimcilik eğitimi, 9.000 gence ise mesleki rehberlik ve danışmanlık hizmetleri verilmesi öngörülmektedir.

2010 yılı mali programlaması kapsamında hazırlanan ve yaklaşık 26 milyon Avro'luk bütçeye sahip olan operasyonda, hibe ve teknik yardım bileşenleri mevcuttur. İlk kez bu

kapsamında, teknik yardım bileşeni altında, hedef gruba yönelik paket eğitimler (kişisel istihdam eylem planları, oryantasyon eğitimi, mesleki eğitim, temel beceri eğitimleri, staj/iş başı eğitim, iş arama teknikleri vs.) planlanmıştır.

IPA 2008 programlaması kapsamındaki 'un amacı; İŞKUR'un,

sosyal tarafların idari kapasitelerini, istihdam hizmetlerinin kalitesinin ve etkinliğinin geliştirilmesi yoluyla güçlendirmektir. Kamu istihdam hizmetlerinin geliştirilmesi vasıtasıyla daha çok kişinin istihdama girmelerini sağlamak amacıyla Temmuz 2010'da başlatılan 'un toplam süresi 30 ay olarak belirlenmiş olup, toplam bütçesi 12.300.000 Avro'dur.
