INTERNATIONAL SYMPOSIUM ON POLITICAL, ECONOMIC AND CULTURAL DEVELOPMENTS IN THE TURKIC WORLD FROM THE BEGINNING OF THE

20TH CENTURY TO THE PRESENT DAY 24-27 April 2018 / Almaty – KAZAKHSTAN

An international symposium hosted by Al-Farabi Kazakh National University is going to be held by Atatürk Supreme Council for Culture, Language and History – Atatürk Research Center under the title of “Political, Economic and Cultural Developments in the Turkic World from the Beginning of the 20th Century to the Present Day” in the Kazakh city of Almaty on 24-27 April.

Vitally important events have taken place in the world history in the period starting from the end of the 19th century and stretching to the present day. In the 20th century, the developments which took place in the process leading to WWI, the period during and after the war in particular, affected the whole world together with the political, economic, cultural changes and transformations that deeply influenced all the states, nations and communities.

One of the most important regions affected by these changes and transformations is the geography where the deep-rooted Turkish legacy is dominant. The regions stretching from Siberia to the Balkans and from the Far East to Anatolia, in which Turkic peoples live, have become an important part of this transformation. This geography which is predominantly populated by Turkic peoples and where independent states and empires were founded in the various periods of history covers a vast area starting from East Turkestan (Autonomous Republic of Xinjiang / East Turkestan / Kashgar) Afghanistan, Iran, Iraq, Syria, Anatolia, the Balkans, Central Europe, Desht-i Qipchaq / northern part of the Black Sea, the Caucasus and Siberia. Presently, the region that is within the boundaries of Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan, Tajikistan and autonomous Turkic republics in the Russian Federation is regarded as the Region Beyond the Caspian / East Turkic World. The region starting from Azerbaijan and covering the Caucasus, Iran, Iraq, Syria, Anatolia, and the Balkans is considered as the Nearer Side of the Caspian / West Turkic World. Central Asia, which is the center of this geography, is generally called Turkestan as of the 18th century.

In this very geography, the USSR, which turned out to be a dominant power in this region in the aftermath of the internal conflicts that transpired after WWI starting from the end of the 19th century, undertook to reshape the conventional forms of administration, production and social organization which it considered as the rivals of the socialist ideology by completely changing them. The social, cultural, and economic cost of this period for different peoples within the USSR was quite heavy. The effects and changes which came about especially in the socio-economic and cultural areas created by the practices that were developed within the framework of Sovietization policies are worth analyzing for the Turkic communities.

The chief objective of this symposium is to examine, with different perspectives, the historical, cultural, economic, political, military changes and developments in the region and

their consequences from the end of the 19th century to the present day by addressing them in various aspects and to analyze how the rivalry and the interaction in the region between the great powers and the regional powers occurred and the concomitant reflections and effects in the region. In this way, the political, economic, cultural and suchlike transformation period which the Turkic communities living in a vast geography stretching from Eastern Europe to the Far East went through will be addressed with a holistic perspective and an interdisciplinary approach within the framework of a comparative method.

Papers are supposed to be original and it is required that they have not been presented or printed before and that they are not titles, subheadings or parts of a published book or a thesis even though the thesis has not been published.

Below are the topics that are planned to be included in the symposium. However, the paper topics are not limited to these. Different topics may also be presented in the papers on condition that one does not digress from the main theme and sticks to the general framework of the symposium.

TERMS OF PARTICIPATION IN THE SYMPOSIUM

Abstract Submission and Evaluation

Domestic and foreign academicians as well as researchers who study the relevant subjects are welcome to participate in the symposium. For participation, paper abstracts containing objectives, methods, resources used and possible findings with a minimum of 300 words, the application form and the signed certification form must be sent as an attached file to turkdunyasisempozyumu@atam.gov.tr The deadline is the end of the working time on November 30, 2017. The applications that do not contain the application form and the signed certification form will not be put into process. Paper abstracts will be evaluated by the members of the Organizing and Scientific Committees by taking their conformity with symposium topics and scientific conditions as well as the originality of the studies into account. Assessments by the committee members will be in the way of acceptance / correction / rejection. The accepted papers will be announced to the related people and they will be asked to send the full text until February 26, 2018 so that they can be involved in the final program.

Papers are supposed to be original and it is required that they have not been presented or printed before and that they are not titles, subheadings or parts of a published book or a thesis even though the thesis has not been published.

The duration for the presentation of a paper is limited to 20 minutes, however; a longer text of the presented paper can be included in the book that is to be electronically published after the symposium. The selection of the papers to be included in the symposium book is under the authority of the Scientific Committee. Therefore, the paper owners cannot make any claims.

The official language of the symposium is Turkish. Those who cannot present their papers in Turkish are free to give their presentations in their own native languages.

Submission of the Full Text

The full texts of the accepted papers must be sent as a Word file in conformity with spelling rules and writing format to turkdunyasisempozyumu@atam.gov.truntil February 26, 2018. The papers the full texts of which have been sent will be involved in the symposium program after being examined by Organizing and Scientific Committees in terms of conformity with abstract and scientific terms.

FULL TEXT WRITING FORMAT FOR PAPERS

1. The heading of the study must be written in bold, using capital letters; the text- alignment should be central and the name of the author should be placed just below, to the right. The academic title, institution and e-mail should be given respectively in an unnumbered footnote at the bottom of the page.

2. Following the heading and author name, the Turkish and English summaries/abstracts should be written in size 10pt, each consisting of 300 words. The English summary should also include the heading in English.

3. The typeface should be Times New Roman, in size 12pt. Tables, footnotes and references should be relayed in size 10pt.

4. The study should be written in M. Word program, blocked according to an A4 paper size. Margins should consist of 2,5cm while the header and footer should be 1,25cm.

5. There must be spacing between paragraphs. The indent: 0 cm, 6pt space-before: 6pt space-after, using single line spacing.

6. Concerning references, the surname of the author, date of publication and page number should be given in this order in brackets as in the following example: (Çaycı, 2002:520). If referenced in a footnote, however, it should be expressed in a sequence following the name and surname of the author, the book title (in bold, articles expressed in quotation marks and italic), the publishing house, place and date of publication and page number. The sources used should be presented as in the format of footnotes, in alphabetical order according to surname at the end of the article.

7. Tables and graphics need to be individually numbered, giving their resources directly beneath the table or graphic in size 10pt.

8. Original documents, pictures (photos, images, etc.), maps which are not directly relevant to the study should not be presented within the article body but should be numbered and attached at the end of it. High-resolution images should be saved on a CD and submitted separately.

9. The paper is to be from 8 up to a maximum of 16 pages.
